About this opportunity

Naval Sea Systems Command, through Portsmouth Naval Shipyard, is conducting market research to identify sources for rental and lease of isolation transformers with a sources-sought response deadline of June 30, 2026. This is market research only and does not commit the government to issue a solicitation or award a contract; respondents should not submit pricing.

The requirement consists of twelve units rated 460VAC 400 AMP 400 KVA, one unit rated 460VAC 800 AMP 800 KVA, and one unit rated 460VAC 1200 AMP 1250 KVA. All transformers must convert ungrounded primary power to grounded secondary power, operate at 440–480 VAC 3-phase 60 Hz, maintain insulation ratings exceeding 10 megohms on both sides, include tap changers for voltage adjustment, and feature safety disconnects or breaker protection on primary and secondary sides. Units must be newly manufactured or completely refurbished within ten years, NRTL-approved, and dry-type, capable of continuous outdoor year-round operation in harsh weather conditions (–10 to +110°F, 0–100% RH).

The base performance period runs July 13, 2026 through July 11, 2027 (52 weeks), with three optional periods totaling 14 additional weeks through October 17, 2027. Place of performance is Portsmouth Naval Shipyard. The contractor is responsible for all maintenance except weekly surveillance checks, with defective units requiring repair within 48 hours or replacement within 72 hours. Responses, limited to ten pages or less, must be emailed to Christie Ashcraft (christie.j.ashcraft.civ@us.navy.mil) by 12:00 PM EST on June 30, 2026, including company information, contact details, and CAGE code but no pricing.
