About this opportunity
The Norfolk Naval Shipyard is seeking to procure annual maintenance and software support services for Cutworks cutting machine software through a sole source contract with Gerber Technology LLC. The procurement covers comprehensive maintenance and support for two cutting machine models (DCS2506 and DCS2) that are critical to the Sail Loft's operations for fabricating nuclear containments. Key requirements include on-site labor during normal working hours, 24-48 hour response times, two preventative maintenance visits per contract year, telephone support, software upgrades, and access to Gerber's service platform. The contract will be evaluated based on technical capability and price reasonableness, with vendors required to demonstrate their ability to meet all specified service requirements. The solicitation deadline is August 25, 2025 at 10:00 AM EDT, with questions due by August 20, 2021 at 10:00 AM EDT, and all submissions must be sent to Contract Specialist Jordan Moore.
While the solicitation notice indicates no set-aside designation, the SF 1449 form shows the contract is set aside for Women-Owned Small Business (WOSB), with Gerber Technology LLC identified as the sole source vendor due to their proprietary ownership of the Cutworks software and exclusive licensing agreements. The contract establishes a firm fixed price arrangement covering a performance period from September 30, 2025 through September 29, 2026. Services will be performed at the Norfolk Naval Shipyard in Portsmouth, Virginia, with strict security requirements including US citizenship for field service representatives and obtaining Defense Biometric Identification System (DBIDS) cards for shipyard access. The procurement falls under NAICS code 541511 for Custom Computer Programming Services and requires adherence to Federal and State OSHA guidelines along with the shipyard's specific safety protocols.
