About this opportunity

The Lexington VA Medical Center is seeking to sole source a comprehensive Motorola radio and video surveillance equipment system to replace their existing IP Site Connect system with a Motorola Capacity Plus Multi-Site trunked radio system and Avtec Console. The Department of Veterans Affairs Veterans Health Administration requires a vendor that is an OEM authorized dealer, distributor, or reseller to provide both the equipment and ongoing service and maintenance across their Cooper and Leestown campuses. The procurement includes integration with the upcoming Avigilon Camera operating system, LTE/Wi-Fi/Bluetooth connectivity, and must comply with VA Handbook 0730 radio policy to eliminate communication dead spots for VA Police officers. While this is a notice of intent for sole source procurement, the government is requesting capability statements from interested parties who can provide clear and convincing evidence of their ability to deliver the required products and services. All responses must be submitted by June 18, 2025, at 10:00 AM Central Time to william.blassingame@va.gov, and the government retains sole discretion on whether to proceed with competition or continue with sole source negotiations.

This procurement is designated as a Total Small Business set-aside under NAICS code 334310 with a size standard of 750 employees, and Emergency Radio Service Inc. (ERS) has been identified as the intended sole source contractor. The comprehensive system includes 60 MOTOTRBO Ion portable radios, 8 SLR 5700 repeaters, 6 XPR 5550e mobile radios, 6 Getac K120 G2 rugged tablets with vehicle mounts, and associated accessories for the VA Police Department. The contract structure is a base plus four option years arrangement with firm-fixed-price terms and includes five years of on-site service and support with priority response requirements of support ticket responses within 2 hours and emergency onsite support within 6 hours. The performance period for initial installation is 180 calendar days or less from award date, with work required to begin within 60 calendar days. The system must provide 14-hour battery life, mission-critical touchscreen capabilities, and Wave LTE push-to-talk integration to enable communication for offsite personnel across campuses and Community-Based Outpatient Clinics.
