About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking a contractor to provide comprehensive Integrated Solid Waste Management (ISWM) services for Naval Air Station Corpus Christi, Naval Air Station Kingsville, Naval Air Auxiliary Landing Field Waldron, and outlying areas in Texas. The contractor must provide all labor, management, supervision, tools, materials, and equipment necessary to perform refuse collection, disposal, recycling services, transfer station operations, and foreign port origin waste management across these military installations. Services include collecting and disposing of residential, commercial, and industrial solid waste, managing recyclable materials, maintaining waste containers ranging from 4 to 40 cubic yards, and responding to service calls within 24 hours with a $1,000 cost limit per call. The government will evaluate proposals based on four factors: Corporate Experience, Safety performance, Past Performance, and Price, with offerors required to submit 2-5 relevant projects over $750,000 completed within the last five years and safety rates for calendar years 2020-2024. The final proposal deadline is June 23, 2025 at 2:00 PM EDT, with proposals submitted electronically through the PIEE Solicitation Module.
This procurement is designated as a Total Small Business set-aside under NAICS code 562111 (Solid Waste Collection) with a size standard of $47 million, and the current incumbent contractor is Mark Dunning Industries, Inc. The estimated total contract value is $3,490,446 over a maximum of five years, structured as one base year plus four one-year option periods with firm-fixed-price recurring work and indefinite delivery/quantity non-recurring work. The contract encompasses waste management services for over 100 different buildings and locations across the naval installations, with container management involving various sizes and collection frequencies ranging from weekly to annually. Performance will take place at multiple Texas locations including Naval Air Station Corpus Christi, Naval Air Station Kingsville, Naval Air Auxiliary Landing Field Waldron, and associated outlying areas, with an anticipated contract start date of October 1, 2025 following a 45-day transition period. The contractor will be responsible for all disposal fees and must comply with federal, state, and local waste management regulations while maintaining detailed monthly reporting requirements.
