About this file
This document is a Government Pre-Award Inquiry Form (GPIF) for Solicitation Number N6945025Q0002, which covers Integrated Solid Waste Management (ISWM) services for multiple Naval Air Stations in Texas. The document contains 53 detailed questions and government responses addressing various aspects of the contract, including service frequencies, waste collection requirements, staffing, access, working hours, recycling procedures, service calls, and payment mechanisms. Key highlights include a 60-day transition period, performance-based contract structure, government regular working hours from 0730-1630 Monday through Friday, and specific requirements for waste collection at NAS Corpus Christi, NAS Kingsville, and Naval Air Auxiliary Landing Field Waldron. The contract will use a complex funding approach with multiple commands potentially providing incremental funding through separate ACRNs/Lines of Accounting, with contractors required to submit detailed line-item invoices for verification before payment.

6. J- 0200000- 07_ELINs Payment
Will the Government still process the contractors payment by taking the contractors proposed/bid monthly amounts of the FFP portion amongst the various commands at NAS Corpus and NAS Kingsville, internally, and then use those amounts for funding by processing them into individual ACRNS funded soley by that particular command; or will the payment be a total monthly invoice amount that flows through once the invoice is accepted?
This requirement supports numerous Commands as detailed in the solicitation. Funding documents are provided by the requirement owner for their individual requirements which in aggregate total the awarded recurring work amount for each period of performance. Each funding document is identified with separate ACRNs/LOAs on the funding task order. The total monthly recurring work amount is identified in the Section J-0200000-07 ELIN Attachment.

If yes, then for how long? Currently we are in a scenario on NAVFAC contracts where a command(s) hasnt funded the entire year and services were provided without payment and the year is now over.
During acqusition planning, Supported Commands provide NAVFAC SE with a commitment of funds.
Incremental funding may be provided for the resultant contract in accordance with DFARS Clause 252.232-7007. Any stop work order or other contract action due to funding constraints will be executed as necessary in accordance with applicable procedure and regulation by the Contracting Officer.
