The purpose of this synopsis is to announce the forthcoming acquisition for Integrated Solid Waste Management (ISWM) Services. This acquisition is to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform ISWM, which is a combination of municipal solid waste collection and disposal in concert with installation recycling services, at Sheppard Air Force Base (SAFB) and SAFB Recreation Annex at Lake Texoma, Texas.
The 82nd Contracting Squadron anticipates issuing a competitive solicitation for a firm fixed-price contract. The solicitation number is FA3020-15-R-0003. The projected basic performance period is from 01 October 2015 to 30 September 2016, plus four one-year option periods (01 October 2016 to 30 September 2020).
The current ISWM contract is due to expire 31 August 2015, however a Justification and Approval to extend service for an additional month has been authorized via Federal Acquisition Regulation (FAR) Clause 52.217-8, Option to Extend Services. If the Government does not award a follow-on contract in a timely manner, the Government may require the current Contractor to continue performance for additional periods up to five more months under the same FAR Clause 52.217-8.
In accordance with FAR Subpart 19.8, this potential acquisition is 100% set-aside for 8(a) Business Concerns. The North American Industry Classification System (NAICS) Code is 562111, Solid Waste Collection. The size standard is $38.5 million.
The solicitation along with additional documents (Performance Work Statement, Appendices, Blank Price Exhibits, CBA, Wage Determinations, etc.) will be released approximately 31 July 2015.
The solicitation and subsequent amendments will be publicized through the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov.
Contractors are solely responsible for monitoring the internet to download the solicitation and any subsequent amendments.
Paper copies and/or electronic mail of the solicitation and any subsequent amendments will not be provided under any circumstances.
Prospective offerors must be registered with the System for Award Management (SAM) database for award of a contract. Registration can be accomplished electronically at www.sam.gov.
