| Existing Refuse and Recycling Conditions: | |
| * | DRMO scales available for use by ISWM provider |
| * | Brass (spent munitions) currently processed by DRMO |
| * | E-waste (electronics & computers) processed by DRMO |
| * | No commercial shredder or incinerator available on base for paper |
| * | Batteries processed by universal waste/Base Operating Support contractor |
| * | DECA (commissary) processes and sells their own cardboard (Numbers are captured for base diversion). ISWM contractor collects MSW from commissary. |

| Special Agreements | |
| The following special agreements are in place and shall be honored unless further guidance/approval is authorized. | |
| Wichita Falls Municipal Airport Recycling Collection - pick up recyclables only. Absolutely no MSW support provide through ISWM contract. | |
| Basewide recycling competition where the different Training Groups compete to see which organization diverts the most in a quarter. The winner receives a recycling incentive amount. Some groups, squadrons, organization collect their own recyclables for fundraising efforts for the squadron this will be allowed. | |
| Previously base provided outreach and educational awareness for recycling to the two elementary schools, Sheppard Elementary and John G. Tower Elementary and provided recycling collections for the schools. Since Sheppard Elementary is on base these efforts will continue. The contractor may build a relationship with John Tower to rejuvenate recycling pick up at no additional cost to the government. | |
| The QRP funds can be used to purchase recycling containers, educational materials, and other authorized expenditures. The contractor may submit in writing request to have QRP manager purchase authorized items that will enhance recycling efforts for approval. | |
| Anyone with access to the base is allowed to use the 24-hour recycling drop off point. Individuals, contractors, and military are allowed to bring recyclables to the recycling center to be processed. | |
| Additional Workload | |
| Special Events - this will be ordered on demand. Typically the base will host air shows, 4th of July celebration, basewide picnics or concerts, graduations, and other programs, the Contractor will be asked to support with dumpsters and/or recycling containers. | |
| Additional recycling efforts are required by ISWM contractor during various sports seasons. | |
| workload will vary according to mission requirements. For example dumpsters maybe asked to be moved while a facility is vacant during renovation but will be put back upon completion. Or removed due to demolition or added due to new building. | |
| During December the training students leave; this is known as Christmas Exodus and lasts approx 2-3 weeks. The workload is reduced during this time as less municipal solid waste, recyclable material, and food waste is generated. |
