About this opportunity

The USDA Animal and Plant Health Inspection Service seeks design-build construction of livestock holding pens, chutes, and related infrastructure at its National Detector Dog Training Center in Newnan, Georgia, with quotations due September 15 at 1 p.m. ET. This is a Total Small Business Set-Aside (NAICS 238990, $19 million size standard).

Place of performance is Newnan, Georgia. The work supports the USDA's New World Screwworm detection program by establishing onsite goat housing and a simulated chute-training environment to acclimate detector dogs to livestock settings before field deployment. The contractor must design and construct 1,550 linear feet of livestock-grade perimeter fencing with two holding pens (80 ft × 190 ft and 60 ft × 220 ft), a 6 ft × 125 ft chute system with 19 total gates, two enclosed shelters with 12 ft × 15 ft minimum interior dimensions and three enclosed sides, drainage and flooring systems, electrical utilities for ventilation, water lines with 25–30 gallon troughs per pen, and upgrades to an existing 80 ft × 80 ft covered training area with 1,500 linear feet of metal chute fencing, four simulated holding pens, and interconnected chute lanes. Only corner posts in holding pens and chutes require concrete setting; driven line posts are acceptable elsewhere. All work must comply with USDA facility, animal welfare, and safety standards while integrating with existing infrastructure.

The estimated contract magnitude is $100,000 to $250,000, firm-fixed-price. Contractor must commence work immediately upon Notice to Proceed and complete all work ready for use by October 30, 2026—time is of the essence. Performance and payment bonds are required; bid bond is not. Federal construction wage rates per Department of Labor determination apply to Coweta County and surrounding counties. A mandatory site visit occurred August 31, 2026. Questions were due September 3 at noon CT. Amendment 2 extended the closing date to September 15; Amendment 1 corrected the delivery date to October 30, 2026. Evaluation uses lowest price, technically acceptable approach, considering price, delivery schedule, and past performance.

Update #7 · Latest ·

USDA’s response to the New World Screwworm (NWS) is a top priority.  Its National Detector Dog Training Center (NDDTC) in Newnan, GA, is expanding its NWS training program to strengthen USDA’s operational readiness and ensure canine teams are fully prepared for field conditions. Recent pilot activities in Texas demonstrated that NWS detector dogs must be safely acclimated to livestock environments including interactions with cattle, sheep, and goats to build the skills necessary for effective detection in real‑world settings.

To support this requirement, NDDTC must maintain goats onsite as essential training aids. Establishing appropriate housing, fencing, shelter, and utilities is a foundational step to ensure the animals’ welfare, comply with applicable standards, and provide consistent access to training environments that accurately simulate operational livestock settings.

The contractor shall provide all labor, materials, equipment, and expertise necessary to design, construct, and install fenced livestock enclosures, shelters, flooring, utilities, water systems, and a simulated chute‑training environment to support on‑site goat housing and NWS canine training. All work must comply with USDA facility, animal‑welfare, and safety standards and integrate with existing NDDTC infrastructure.

NOTE: Quotes are required by Sept 8. Time is of the essence for this requirement as the government requires rapid delivery. The Contractor will be required to (a) commence work under this contract immediately upon receipt of the NTP, (b) prosecute the work diligently, and (c) complete the entire work ready for use by October 30, 2026..
