About this file
This file contains Requests for Information (RFIs) and official government responses related to Solicitation Number 12639526Q0284 for the installation of livestock holding pens and chutes at USDA's National Detector Dog Training Center (NDDTC) in Newnan, Georgia. The project supports the agency's New World Screwworm response program by establishing facilities for onsite goat housing and canine training environments.
The RFIs clarify critical specification ambiguities introduced by Amendment 0002. Key clarifications include: the chute area dimensions are 6 feet by 125 feet; only corner posts in holding pens and chutes require concrete setting, while driven line posts remain acceptable for other areas; the covered training area uses anchored metal posts on existing concrete slabs, not wood posts; shelter specifications call for minimum 12-foot by 15-foot interior dimensions with three enclosed sides in a triangular configuration, and pre-engineered metal buildings are now acceptable; and the quote submission deadline is September 15 at 1 p.m. ET. The contractor must commence work immediately upon receipt of the Notice to Proceed, prosecute the work diligently, and complete all work ready for use by October 30, 2026. All work must comply with USDA facility, animal welfare, and safety standards while integrating with existing NDDTC infrastructure. The contractor is responsible for providing all labor, materials, equipment, and expertise necessary for design, construction, and installation of fenced enclosures, shelters, flooring, utilities, and water systems.

RFIs and Responses
1. Chute area width. Amendment 0002 replaced pages 3 and 5. Page 3 states the chute area is 4 ft x 125 ft. Page 5 states 6 ft x 125 ft. Which dimension governs?
6 ft x 125 ft.
2. Post setting. Section 6.1 now reads pressure treated wood, set in concrete, with the steel post option struck. Your September 2 answer to question 4 stated that driven line posts are acceptable. Does Amendment 0002 supersede that answer and require every line post to be set in concrete, or does the driven post answer still stand for line posts?
All posts in the holding pens and chutes leading to the training area are pressure treated wood. Only the corner posts need to be set in concrete.
3. Scope of the wood post requirement. Section 7.5 calls for livestock grade metal chute fencing in the covered training area, anchored to the existing concrete floor. A wood post set in concrete cannot be installed on an existing slab. Please confirm that 6.1 governs the ground set fencing only and that the covered training area is still built with anchored metal posts.
Covered training area is built with anchored metal posts.
4. Shelters. Page 3 describes a 12 ft x 12 ft enclosed shelter with two doors on the front side and adds that a pre-engineered metal building will be avoided. Page 5 describes 12 ft x 15 ft minimum interior dimensions with three enclosed sides, triangular. Which governs? Also, does the pre-engineered metal building language rule out metal roofing and metal siding generally, or only a packaged pre-engineered building system?
Minimum dimensions of 12x15ft interior dimensions with three enclosed sides. After further consideration, we are ok with pre-engineered metal buildings.
5. Closing time. The SF-30 gives the new date as September 15 but does not state a time. Please confirm the time quotes are due.
1 p.m. ET
