About this file

This file contains Request for Information (RFI) responses related to Solicitation Number 12639526Q0284 for the installation of livestock holding pens and chutes at USDA's National Detector Dog Training Center (NDDTC) in Newnan, Georgia. The project supports the USDA's New World Screwworm (NWS) detection program by establishing onsite goat housing and training infrastructure to acclimate detector dogs to livestock environments. The contractor must design, construct, and install fenced livestock enclosures, shelters, flooring, utilities, water systems, and a simulated chute-training environment that complies with USDA facility, animal welfare, and safety standards while integrating with existing NDDTC infrastructure.

The solicitation required quotes by September 8, with work to commence immediately upon receipt of the Notice to Proceed and completion required by October 30, 2026. Time is of the essence due to the government's requirement for rapid delivery. This document specifically captures questions and answers exchanged during the RFI phase, providing clarification on project requirements and specifications for potential bidders. The file represents the formal Q&A process used to address contractor inquiries before the final proposal submission phase.

Questions from the walk through for solicitation 12639526Q0284

1. Are permits required?

Yes

2. Are we looking for an all-in-one price?

Your pricing must include a complete breakdown of the key elements making up your lump-sum price.

3. Where are power and water located?

Electric and water can be run from structures adjacent to the proposed pens.

4. In the training area, do we want alley ways in between the pens?

Yes

5. Are we re-using the current covered area structure?

This question regards the training chute area location. Currently there is a concrete pad covered with a steel roof. The chutes will be built under this covered area, leaving structure intact.

6. Do the panels in the training area need to have wire?

The panels need to have wire that will keep the goats contained while training.

7. Does the area need to be covered?

Only the shelter structure needs to be covered.
