About this opportunity
The Department of the Army Materiel Command Army Contracting Command is seeking a contractor to provide and install an Intrusion Detection System (IDS) at Building 441, located at 140 Warner Road, Fort Shafter, Hawaii, within the 5th Geospatial Planning Cell area of operation. The contractor must supply all personnel, management, tools, equipment, parts, materials, and transportation necessary for the installation, which must comply with Army Regulation AR 380-5 requirements. Key specifications include fitting secure doorways with contact sensors, strategically placing interior motion detectors throughout the building using concealed wiring where feasible, and integrating tamper switches and duress alarm functionalities that can communicate with local Military Police. The installation must be verified through an acceptance test conducted by a government representative, with a detailed test report and manufacturer certification letter confirming compliance with Army regulatory standards required upon completion. The solicitation was posted on September 17, 2025, with responses due by September 22, 2025, providing contractors with only five days to prepare and submit their proposals.
While the main solicitation notice indicates "No Set-Aside Used," the government files reveal this is actually designated as a Women-Owned Small Business (WOSB) set-aside opportunity under NAICS code 561621 (Security Systems Services) with a size standard of $25 million. The contract will be structured as a firm fixed-price arrangement, with work limited to up to 8 hours per day during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday), and the contractor will receive no travel reimbursement from the government. The original delivery date specified in the documents was August 11, 2025, though this appears to be outdated given the current solicitation timeline, and the contract is contingent upon the availability of FY26 funding. All work must be performed at the Fort Shafter military installation in Hawaii, requiring contractor personnel to adhere to current installation security policies and obtain appropriate access credentials. The contract will be administered by the U.S. Army's HQ HSC MCP HQ (USARPAC) at Fort Shafter, Hawaii.
