About this opportunity

The Department of the Navy Naval Facilities Engineering Command is procuring design-build services to install Monaco Fire Alarm Radio Transmitter systems across multiple buildings at Naval Air Station Oceana and Dam Neck Annex in Virginia Beach, Virginia. The project involves demolishing existing basewide fire alarm reporting and monitoring equipment and installing new interior radio transmitters, exterior wall-mount antennas, and associated components in approximately 40 buildings to improve life safety system communication reliability due to deteriorating underground copper telecommunications infrastructure. The work requires modifying existing Monaco Fire Alarm Radio D-21 head end equipment programming software at two key buildings and ensuring compatibility with current fire alarm system contacts. Contractors must be pre-qualified on the Multiple Award Construction Contract (MACC) to submit proposals, and the contract will be awarded to the responsible offeror with the lowest price. The original proposal deadline was September 12, 2025, but has been extended to September 19, 2025 at 2:00 PM EDT, with a mandatory site visit having occurred on August 28, 2025.

This solicitation is designated as a Small Business Set Aside under the MACC program, with nine pre-qualified contractors eligible to bid including CJW Contractors, Addon Services LLC, Bay Electric Co, and ENCON Desbuild JV3 LLC. The estimated contract value ranges between $1,000,000 and $5,000,000, with a contract completion timeline of 546 calendar days from award. The scope encompasses 37 specific buildings across both naval installations, including Buildings 921, 991, and 992 at Dam Neck Annex and numerous buildings at NAS Oceana ranging from Building 56 to Building 3034. Performance will occur at the two Virginia Beach naval facilities, with the majority of work being interior installations supplemented by limited exterior antenna installations, ground rod installations, and bonding to existing lightning protection systems. The project aims to transition from the current deteriorating copper phone line system to a more reliable radio-based fire alarm reporting infrastructure.

This project will demolish the existing basewide fire alarm reporting/monitoring equipment and then design and install the interior Monaco Fire Alarm Radio Transmitter, the exterior wall mount antenna, and associated appurtenances at Dam Neck Annex Buildings 921, 991, 992 and NAS Oceana Buildings 56, 100, 107, 202, 212, 223, 292, 294, 299, 306, 320, 326, 330, 340, 345, 401, 408, 410, 450, 460, 480, 513, 520, 529, 531, 542, 545, 581, 820, 1100, 1102, 1104, 1116, 3014 (includes 3013), 3015, 3030, and 3034 to improve the reliability of the communication of our life safety system due to the deterioration of our basewide underground copper phone line telecommunication system. This will require the modification of the existing Monaco Fire Alarm Radio D-21 head end equipment programming software at NAS Oceana Building 320 and Dam Neck Annex Building 525. The majority of construction is interior work with a small component limited to the installation of exterior wall mount antennas (transmit only), associated ground rods at each antenna location, and bonding to existing lightning protection systems.

ONLY CONTRACTORS ON THIS MACC CAN SUBMIT A PROPOSAL.
