About this file
This document is a Pre-Proposal Information (PPI) Questions and Answers file for a federal contract solicitation to install Monaco Fire Alarm Radio Systems in multiple buildings at Oceana and Dam Neck naval installations. The project involves upgrading fire alarm reporting and monitoring equipment across approximately 40 buildings, including installing new Monaco BT-X transceivers, radio antenna systems, and modifying existing fire alarm control panels to transmit alarm, trouble, and supervisory signals to the Regional Dispatch Center.
Key technical requirements include transmitting up to three distinct signals per building through new Monaco equipment, upgrading head-end receiving stations with new hardware and Windows 11 software, and ensuring compatibility with existing fire alarm system contacts. The project also involves modifications to the Monaco Fire Alarm Radio D21 head-end equipment in Buildings 320 and 525, with the manufacturer required to be involved in hardware replacement, software installation, and database updates. The solicitation number is N4008525R0140, with a Price Proposal (PPI) cut-off date of 01-SEP-2025, indicating this is a current procurement opportunity for a fire protection system upgrade project.

Section 1.0 Project Description of the scope of work (page 39 of 324) states that the "This project will demolish the existing basewide fire alarm reporting/monitoring equipment and then design and install the interior Monaco Fire Alarm Radio Transmitter...."
Please confirm that it is not the intention of this scope of work to permit the buildings to be without a alarm transmission during the design phase of this project.
Correct, the end of the quoted statement specifies the buildings that this RFP construction will modify. The extent of the existing basewide fire alarm reporting/ monitoring equipment demolition is clarified under Part 3, D5030, Telecommunications Systems, which also requires this demolition to occur after antenna system is installed and accepted at each building.
