About this opportunity

The Library of Congress Collections Management Division is soliciting an Inspection Contractor to provide inventory management support services for its collection inventory projects across multiple formats, including serials, monographs, maps, manuscripts, microforms, and special processing materials. The primary work involves conducting 100% physical inspection of items to verify barcodes and labels, along with integrated data review within the Library's FOLIO system to ensure accurate bibliographic, holdings, item, and location records. Contractors must inspect items at an estimated rate of approximately 25 items per hour while maintaining a 97% daily accuracy rate, with invoices submitted only for 100% accurate work. The evaluation will use a best-value trade-off approach emphasizing technical factors (technical approach, management/staffing plan, and corporate experience) over past performance and price. Questions were due by 12:00 PM EDT on April 20, 2026, and proposals must be submitted by 12:00 PM EDT on May 5, 2026, with answers to offeror questions provided in Amendment 0001 posted on April 21, 2026.

This is an unrestricted competition with no set-aside designation, issued as a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a contract ceiling of $6,000,000 and a minimum order amount of $10,000. The contract structure includes a base year (July 25, 2026 through July 24, 2027) and four option years extending through July 24, 2031, with estimated inspection volumes ranging from approximately 410,477 to 551,000 items annually depending on the year. The Library requires contractor staffing of one Project Manager, one Assistant Project Manager, and approximately six Inventory Clerks, historically totaling 15 contractor personnel. Work will be performed Monday through Friday from 6:30 a.m. to 6:30 p.m., primarily at the Capitol Hill location in Washington, D.C., with occasional work at the Fort Meade, Maryland facility. Prevailing wage requirements apply per Service Contract Act Wage Determination 2015-4281, with hourly rates for the District of Columbia, Maryland, and Virginia counties ranging from $15.11 to $60.66, plus fringe benefits of $5.55 per hour.

---------------------------------------------------------------------------------------------------

This is a combined synopsis/solicitation being issued under the authority of FAR 13.5.

The Library of Congress (Library) Collections Management Division under Discovery and Preservation Services, Preservation Directorate (DPS/PRES/CMD) requires an Inspection Contractor to provide inventory management support services to the Library of Congress (LC) by assisting with collection inventory projects in multiple formats. This primarily involves inspecting and reviewing data within the LC’s FOLIO system and other databases. The collections to be inspected and reviewed will consist of serials and
monographs as well as special processing materials such as maps, manuscripts, microforms, loose leaf collections, prints and photographs. Serials and monographs may be interfiled, but record updating for each type is done somewhat differently. A key component of this work is data integrity verification for items, which includes confirming the accuracy of all associated bibliographic, holdings, item, and location data in LOC FOLIO system, as well as placing the items in the designated staging areas. Should errors or discrepancies be identified, the Contractor must sort and route the flagged materials to the appropriate LC staff for final resolution. Throughout the execution of all tasks described in the Statement of Work (SOW), the Contractor must ensure that all requirements for both quantity and accuracy are strictly met.

Questions are due no later than 12:00 PM EDT 04/20/2026. Answers to potential offeror questions will be posted as an amendment to the same web page where the solicitation is posted.

Proposals are due no later than 12:00 PM EDT 05/05/2026.
