About this file
This is a Questions and Answers document for federal contract solicitation 030ADV26R0014, issued on April 21, 2026, related to Library services. The document addresses eight clarifications submitted by potential offerors regarding various aspects of the solicitation.
Key clarifications include: (1) contractors must flag items with missing or improperly placed labels and return them to the original inventorying contractor for resolution, rather than applying labels themselves; (2) the Library permits flexible font sizing in tables and graphics, though smaller fonts are not recommended for large text sections; (3) offerors must describe at least two challenges for each project cited in the Corporate Experience section; (4) non-wage determination labor categories may be added in separate pricing columns if other staff are required; (5) all hourly rates in the pricing spreadsheet must be fully burdened rates inclusive of fringe benefits, overhead, general and administrative costs, and fee; (6) no tabs or pages are missing from the Pricing Spreadsheet despite the heading reference to four pages; (7) the reference "1 Lot = 25 Books" is a simple reference definition; and (8) Volume 1 Subsection C (Corporate Experience) requires offerors to provide narratives of three to five comparable projects completed within the past three years describing services, complexity, roles, dates, period of performance, and dollar amounts, while Volume 2 (Past Performance) collects third-party reference evaluations through the Past Performance Questionnaire submitted directly to the Contract Specialist and Contracting Officer.

# Question Answer 1 Section C.3.1, point 2 states, “All required labels including barcode labels, call number labels, offsite storage labels, and any other labels identified by the Library are placed in the proper location.” If any such label is found to be missing or not in the proper location, is it the responsibility of the contractor to apply a new label in the correct position or will the contractor simply flag the item and/or set it aside for Library staff to handle? If the former, will the Library or contractor be responsible for providing the labels?
The contractor will flag the item as an error and send the item back to the contractor who inventoried the item for resolution.
RFQ, Sec. L.3 General Instructions to Offerors, Proposal Format: Will the Government permit fonts within tables and graphics to be smaller than 12 pt?
Yes, the Library can be flexible about font sizes within tables and graphics. But if the font is so small that it will be difficult to read the proposal, we suggest using a larger font. It is not recommended for offerors to use small fonts for large sections of text.
3 RFQ, Sec. L.5. Offer Contents: Volume 1, Subsection C: Corporate Experience:
The solicitation requires that offerors "describe at least two (2) challenges offeror faced during contract performance and offeror’s approach to overcoming these challenges."
Will the Government please confirm that this requirement is for "at least two" challenges for each cited past performance?
The two (2) challenges that the solicitation refers to apply to each example/project in the Corporate Experience section.
4 Attachment J1 - Pricing Spreadsheet:
As project managers are typically Exempt employees for the purposes of Service Contract Labor Act Wage Determination, are offers permitted to add a separate column for non-Wage Determination Labor Categories?
Yes, if other staff will be required to work on the resulting contract, the offeror may add a separate column.
5 Attachment J1 - Pricing Spreadsheet:
Will the Government confirm that the Wage Determination Hourly Rate required in column D is for the fully built up rate inclusive of fringe benefits, overhead, general and administrative costs, and fee?
Offeror shall price positions at the fully burdened rate, 6 Attachment J1 - Pricing Spreadsheet:
The heading in Cell A1 references 4 pages, but we are only able to see two tabs/pages.
Will the Government confirm that no tabs/pages are missing?
No tabs/pages are missing in the Pricing Spreadsheet. The number of pages may depend on the way the spreadsheet is oriented, but all of the information is provided in the Attachment J1.

7 Attachment J1 - Pricing Spreadsheet:
Cell A13 provides a definition for Lot as "** 1 Lot = 25 Books." The "**" appears to serve as a reference but we are unable to identify what other cell it is referring to.
Will the Government please clarify in what context offerors are to use the definition of 1 Lot as 25 books?
1 Lot = 25 Books is simply a reference.
RFQ, Sec. L.5. Offer Contents:
The instructions for the volume appear to require offerors to submit past performances twice. For Volume 1 - Subsection C, the instructions state that offerors are to provide 3-5 past performance descriptions. The instructions for Volume 2 - Past Performance also state that offerors are to provide 3-5 past performance references and request that references submit the Past Performance Questionnaire.
Since the instructions require all relevant information about the past performance references in Volume 1 - Subsection C, what content are offerors to include in Volume 2?
Volume 1 Subsection C: Corporate Experience is different from Volume 2: Past Performance.
Volume 1 Subsection C: Corporate Experience. For the Corporate Experience section, offeror shall provide examples of comparable work that has been performed.
The solicitation provides specific language and instructions. Offer shall provide a narrative that describes the specific types of services provided for efforts of similar complexity, offeror’s role, date(s), period of performance, and total dollar amount of each contract.
Offeror shall provide a description for a minimum of three (3), no more than five (5), efforts completed within the past three (3) years. The Corporate Experience shall describe at least two (2) challenges offeror faced during performance of each contract and offeror’s approach to overcoming these challenges while performing the contract.
Volume 2: Past Performance. Past Performance provides insight into how well the offeror completed the projects/contracts identified in the Corporate Experience section.
This is an important distinction between Corporate Experience and Past Performance.
Per the instructions for Past Performance, the offeror shall provide Attachment J3 - Past Performance Questionnaire, to each reference for each of the three (3) to five (5) contracts provided in the Corporate Experience section of offeror’s choice. Each reference shall provide their completed questionnaire directly to the Contract Specialist, at jacmiller@loc.gov, and to the CO, at mailto:jacmiller@loc.gov
