About this file

This is a solicitation for a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Library of Congress for inventory management support services under the Inspection of Production Lots Program (IPLP).

The Library seeks a contractor to provide inventory management support services for its collections across multiple formats, including serials, monographs, maps, manuscripts, microforms, and special processing materials. The primary work involves conducting 100% physical inspection of items to verify barcodes and labels, and integrated inspection via the Library's FOLIO system to ensure accurate bibliographic, holdings, and item records. The contractor must inspect items at an estimated rate of approximately 25 items per hour and maintain a 97% daily accuracy rate, with invoices submitted only for 100% accurate work. Historical inspection volumes range from 410,477 to 551,000 items annually. Work will be performed Monday through Friday, 6:30 a.m. to 6:30 p.m., primarily at the Capitol Hill location in Washington, D.C., with occasional work at the Fort Meade, Maryland facility. The contract requires one Project Manager, one Assistant Project Manager, and approximately six Inventory Clerks, with historically 15 total contractor personnel needed.

The IDIQ contract contains a base year (07/25/2026 – 07/24/2027) and four option years (07/25/2027 – 07/24/2031), with a minimum order amount of $10,000 and a maximum contract ceiling of $6,000,000. Firm fixed prices must be provided for each year. Offers are due by 05/05/2026 at 12:00 PM EDT and should be submitted to Jennifer Zwahlen (jzwa@loc.gov) and Jacqueline Miller (jacmiller@loc.gov). The competition is unrestricted. Evaluation will use a best-value trade-off approach emphasizing technical factors (technical approach, management/staffing plan, corporate experience) over past performance and price. Contractors must register in the System for Award Management (SAM), maintain required insurance, complete background investigations, and comply with extensive security, information systems, and conduct requirements specific to Library operations.

Inspection of Production Lots Program (IPLP)

C.1 OVERVIEW/BACKGROUND

More than 170 million items of the Library of Congress (Library) collections include books and other printed materials, serials, manuscripts, photographs, maps, music, audio recordings, and moving images. The Library’s Collections Management Division under Discovery and Preservation Services, Preservation Directorate (DPS/PRES/CMD), is a stewardship division responsible for collections control, including effective programs for inventory control, tracking, and accounts management; collections integrity, ensuring the accuracy, retrievability, and preservation of items in collections assigned to the division.

These activities are performed primarily within the three Capitol Hill buildings, John Adams Building, Thomas Jefferson Building, and James Madison Building. In addition, these activities are performed in the High-Density Storage Facility (HDSF) at Fort Meade, MD, approximately 25 miles north of Capitol Hill. The Contractor may be assigned to work in any of these facilities as well as others in the Washington, DC metropolitan area that might become available for either temporary or permanent collections storage.

Historically the level of staffing required for the inventory management support services per year has been: one (1) Project Manager, one (1) Assistant Project Manager, and six (6) Inventory Clerks.

The historical inspect/review quantities per year are listed below:

07/25/2021 – 07/24/2022 541,000

07/25/2022 – 07/24/2023 450,000

07/25/2023 – 07/24/2024 551,000

These historical quantities are under no circumstances a guarantee of work or future orders. The Library retains the unilateral right to determine how many units it orders.

C.2 SCOPE

The Contractor shall provide inventory management support services to the Library of Congress (LC) by assisting with collection inventory projects in multiple formats. This primarily involves inspecting and reviewing data within the LC’s FOLIO system and other databases. The collections to be inspected and reviewed will consist of serials and monographs as well as special processing materials such as maps, manuscripts, microforms, loose leaf collections, prints and photographs. Serials and monographs may be interfiled, but record updating for each type is done somewhat differently. A key component of this work is data integrity verification for items, which includes confirming the accuracy of all associated bibliographic, holdings, item, and location data in LOC FOLIO system, as well as placing the items in the designated staging areas. Should errors or discrepancies be identified, the Contractor must sort and route the flagged materials to the appropriate LC staff for final resolution. Throughout the execution of all tasks described in this Statement of Work (SOW), the Contractor must ensure that all requirements for both quantity and accuracy are strictly met.

C.3 REQUIREMENTS

The Library may provide special instructions for certain collections that require additional fields to be reviewed.

C.3.3 Inspection Rates: Contractor shall inspect a percentage of the items and online records processed, based on established review rates, which is approximately 25 items per hour, per employee, and in accordance with prescribed procedures. The review rate shall be provided before the inspection process begins for every given collection or on a weekly basis at a minimum. The rate shall be determined based on the type of Collection and the significance to the type of workflow the Library used to process the materials. The Contractor shall ensure that: (a) all online records for the inspected items have been updated with correct holdings and item data; (b) each item reviewed has an item barcode applied to the item or collection of materials which is linked to the Library’s FOLIO system; (c) Permanent locations and/or Custodial Area/Location, in the Library’s FOLIO system, for items identified for relocation to designated off-site storage location or custodial area/location have been properly changed; and (d) all other procedural steps have been correctly followed.

Information regarding the batch control slips shall be shared with the Contracting Officer Representative (COR) upon request.

C.3.6 Reporting: The Contractor shall submit daily, weekly, monthly, and annual statistical reports of its completed work to the COR in electronic formats that are compatible with the Library’s data reporting software. The weekly report shall report, in detail, the number of items processed and inspected within the week. The Contractor shall provide a report that captures item barcodes, date, operator identification, batch control number, and the category type associated with the item barcode. The monthly report shall include a narrative that summarizes key events or activities, also noting any special problems or difficulties encountered, and it shall propose methods to correct such problems as the work continues. The annual report should include a cumulative summary of statistics. Contractor shall submit these statistical reports to the COR. Unacceptable item processing progress may require intervention by the COR and the Contractor may have to replace staff. The Library will utilize the following surveillance methods for quality control: random sampling, periodic inspection, trend analysis, and third-party audits.

The contractor shall work with the Library’s quality assurance staff who will inspect Contractor-reviewed items to verify accuracy and compliance.

2. The Library is committed to preventing and addressing all forms of discriminatory harassment and to ensuring that Equal Employment Opportunity (EEO) principles are fundamental to Library culture. Everyone — employees, interns, volunteers, contractors, researchers, and visitors — is expected to help make the Library a respectful environment free from offensive behavior.

a. Library of Congress employees, contractors, interns, volunteers, researchers, patrons, and other visitors have a right to Library facilities that are free from discrimination based on their race, color, national origin, religion, sex, sexual orientation, gender identity, age (40 and over), disability, genetic information, union affiliation, political affiliation, or marital status.

(End of Clause)

H.6 LC52.204-4 CONTRACTOR EMPLOYEE FITNESS (SEP 2024)

“Contractor employee fitness” means fitness based on character and conduct for work for or on behalf of the Government as a contractor employee.

Work under this contract is unclassified. However, the Library of Congress shall conduct background investigations of contractor personnel who will have 1) regular, ongoing, unescorted access to the Library’s buildings, grounds, or collections, 2) access to Library information technology systems, and/or 3) access to Library information not available to the public, including information determined to be Controlled Unclassified Information (CUI), to ensure they meet basic standards of honesty and trustworthiness pursuant to Library regulations. The Library does not determine the fitness of employees to work for the contractor firm that hires them. The Library’s interest is in determining whether contractor personnel should be granted greater access than the general public to Library facilities, Library information technology systems, and/or non-public Library information.

(1) Any access to non-public Library facilities, Library information technology systems, and/or non-public Library information will require a contractor employee fitness determination. All initial, existing, and reciprocal contractor employee fitness determinations will be subject to continuous vetting. Continuous vetting will vary based on position risk level. An example of continuous vetting is outlined in Trusted Workforce 2.0 (https://www.performance.gov/trusted-workforce/ and https://www.dcsa.mil/Personnel-Security/Continuous- Vetting/).

(2) A favorable contractor employee fitness determination requires completion and successful adjudication of a security application request (release forms, fingerprints, and a full background investigation). To facilitate the fitness determination, the prospective contractor employee shall submit to the Library complete and accurate information as identified on the National Background Investigation Services (NBIS)’s eAPP (https://eapp.nbis.mil) or other system as provided by the Personnel Security Division (PSD). Contractors should anticipate a minimum of two weeks for the process, provided all requested information is timely, accurate and complete and that no adverse information is received. A background investigation generally will require that the candidate has cumulatively resided in the United States for at least three of the past five years. This requirement is subject to certain exceptions assessed on a case-by-case basis by PSD in accordance with established federal personnel vetting standards.

(3) After the contractor employee fitness determination, each contractor employee with a favorably adjudicated background investigation shall be enrolled in and subject to the Library’s continuous vetting process. Enrollment in the Library’s continuous vetting process also requires enrollment in the Federal Bureau of Investigation (FBI) Record of Arrest and Prosecution Background (“Rap Back”) program, which provides the Library with notification of any criminal activity by the enrollee. Upon enrollment in Rap Back, the Library shall provide each enrollee with a notification of their rights with respect to the collection and use of their fingerprints and to the accuracy of the information obtained from Rap Back, as well as a copy of the FBI Privacy Act Statement that describes how FBI may use their fingerprint images.

(4) The fact that the Library may conduct background investigations and continuous vetting on assigned contractor personnel does not relieve the contractor of the responsibility to provide qualified, reliable personnel of sound character and conduct. This includes providing contractor personnel who can maintain compliance with the Library’s requirement of a drug-free workplace and federal laws regarding controlled substances (see the Controlled Substances Act, 21 U.S.C.

§ 801 et seq. for the definition of controlled substances). In the event that drug testing is required for a contractor employee to obtain a favorable fitness determination, the contractor will be responsible for bearing the costs of such testing, conducting the testing in a manner consistent with federal vetting standards, which are based on the testing protocols published by the Substance Abuse and Mental Health Services Administration (SAMHSA), and providing the results to the Library.

(5) The Library may require removal of contractor staff from Library facilities and revocation of access to Library information technology systems and non-public Library information if investigative results raise concerns regarding a contractor employee’s fitness or the contractor employee is non-compliant with the Library’s instructions or requests for information during the vetting process. In such cases, the Contracting Officer (CO) or Contracting Officer Representative (COR) will notify the contractor of the unfit determination and need for the contractor employee to return all government equipment such as badges, keys and network tokens if issued. Contractor management staff may be required to escort the contractor employee from Library premises.

(6) The contractor will ensure the COR and CO are notified of all changes to those contractor personnel performing work on this contract that require non-public access.

(End of Clause)
