About this opportunity
The Department of State, through the U.S. Embassy San Jose and the Bureau of International Narcotics and Law Enforcement Affairs (INL), seeks a firm-fixed-price construction contract to complete facility maintenance and incinerator retrofit support works at Ciudad Judicial in San Joaquin de Flores, Costa Rica, with proposals due October 16, 2026.
Place of performance is Luis R. Flores, Heredia, Costa Rica. The contractor must complete all construction activities, testing, commissioning, training, punchlist items, and achieve final acceptance within 60 calendar days after issuance of the Notice to Proceed.
The project comprises four phases: civil works and infrastructure (structural shelter for air compressors, sludge dewatering system, walkway extensions with fiberglass grating, stainless steel lifeline systems, drainage repairs, and emissions testing platform); electromechanical utilities and fluid systems (compressor relocation, compressed air distribution with galvanized piping, electrical installation per NEC standards with fire detection sensors, and six process pumps—recirculation, dosing, clarified water, sludge extraction, and mixing pumps—with stainless steel and PVC piping); roofing and gutter repairs (TPO restoration, flashing, fastener replacement); and industrial coatings and finishes (joint waterproofing with polyurethane sealants, exterior elastomeric acrylic coating, and safety color-coded piping). Technical requirements include hydrostatic testing of fluid lines at 1.5 times nominal operating pressure for minimum 2 hours, pneumatic testing of compressed air systems at 0.83 MPa, and electrical validation of pump systems. The contractor must provide bilingual technical manuals, operator training, and as-built documentation in PDF and editable DWG formats.
Key personnel must include a CFIA-licensed Project Manager/Technical Director based in Costa Rica, licensed engineers, and a Safety Officer/QC Manager. All work must comply with Costa Rican building codes, CFIA licensing, CCSS/INS worker registration, and applicable international standards including IBC and NEC. A mandatory pre-proposal site visit is required; interested offerors must register in writing with Adriana D. Ruiz (RuizAD@state.gov). Evaluation prioritizes technical expertise and approach, key personnel qualifications and experience, and past performance significantly more than price. The NAICS code is 23, Construction; PSC is Y1JZ, Construction of Miscellaneous Buildings.
