3.1 C.1 PURPOSE
The purpose of this contract is to provide all labor, materials, equipment, engineering, quality control, safety oversight, and supervision necessary to complete the infrastructure maintenance and incinerator retrofit support works at Ciudad Judicial, San Joaquín de Flores, Costa Rica. The
Contractor shall deliver a safe, code-compliant, and fully operational electromechanical and facility infrastructure with complete documentation and minimal operational disruption to ongoing facility security functions.
3.2 C.2 BACKGROUND
The U.S. Department of State (DoS), through the Bureau of International Narcotics and Law
Enforcement Affairs (INL), assists host nations with the enhancement of infrastructure and specialized facilities that strengthen their operational capacity to manage counter-narcotics operations and secure hazardous material disposal within their borders.
INL, in cooperation with the Government of Costa Rica, is providing technical assistance for the infrastructure maintenance and electromechanical support works required for the upcoming incinerator retrofit project at Ciudad Judicial, San Joaquín de Flores, Costa Rica. The existing facility and its support utilities require comprehensive maintenance, electrical upgrades, and fluid handling modifications to safely and reliably support the integration of the updated incinerator system while complying with all applicable industrial safety and building codes.
3.3 C.3 PERFORMANCE OBJECTIVE AND APPROACH
This Performance Work Statement is performance-based: the Government describes the required results and measurable performance standards, while allowing the Contractor to propose methods that achieve those outcomes efficiently and safely (see FAR 37.602 for performance work statements).
The Contractor shall provide all labor, materials, equipment, engineering, QA/QC, safety, and supervision necessary to complete the facility maintenance and incinerator retrofit support works at Ciudad Judicial, delivering a safe, code-compliant, fully commissioned facility with complete documentation.
