About this opportunity

The United States Air Force Air Education and Training Command (AETC) is seeking civilian pilot training services through a Closed Commercial Solutions Opening (CSO) to support the Initial Pilot Training (IPT) program. The solicitation requires contractors to provide comprehensive pilot training for at least 2,500 military officers annually, including Private Pilot Certificate (PPC), Instrument Airplane Rating (IAR), and Airplane Multiengine Land (AMEL) certifications. Eligible contractors must be civilian pilot schools certificated under 14 CFR, Part 141, and capable of completing training within 139 calendar days per candidate. The evaluation criteria will prioritize technical merit and schedule alignment, with these factors weighted more heavily than price. Key submission deadlines include a Quad Chart and Solution Brief due by May 8, 2025, with potential subsequent pitch and proposal phases to follow.

The solicitation does not include a specific set-aside for small businesses, though a Small Business Reserve is mentioned to ensure participation. The contract will be awarded in San Antonio, TX, with training locations potentially aligned with future Air Force Undergraduate Pilot Training sites. The government expects contractors to begin training 120 calendar days after contract award, with an initial requirement to scale to a minimum of 150 graduate throughput in the first performance year. The contract will have a 10-year period of performance, consisting of a two-year base period and four subsequent two-year option periods. While specific award values are not detailed, the government anticipates a single contract or multiple contracts may be awarded, with contractors required to provide aircraft, facilities, lodging, and comprehensive training services to meet the program's rigorous standards.
