Attachment 9 6 5.1.11 Our Flight Academy is located near an Air Force Base. Can we use that base for candidate lodging temporarily (6-8 months) in order to get in cycle with local economy apartment move outs?
No, that would not be acceptable under the current SOO requirements. Per SOO 5.1.11, the Contractor is responsible for providing fully furnished lodging that meets the DoD Lodging Adequacy Standards provided. Lodging must be under the Contractor’s control, in a shared living arrangement only with other IPT candidates.
Utilizing a nearby Air Force Base, even temporarily, could compromise the control, standards, and housing environment required, unless a special exception is coordinated and approved by the Government.

5 5.1.5 What type candidates is this paragraph intended to facilitate? The Government intends to use this training requirement for Combat System Officers should the need arise.

9 6.1.2.1.2 This paragraph states "the training course outlines and plans should be separated and submitted by PPC ASEL-only course, IAR-only course (as applicable), PPC AMEL-only course (as applicable), and respective PRC courses." Does this mean each course must have a standalone TCO document, or is it acceptable to submit one TCO if the courses are identified as separate chapters within that document. If one document is allowable, is it acceptable to have courses within the one combined TCO that contains additional courses unrelated to this project (e.g., Commercial or CFI)?
Yes, it is acceptable to submit one combined TCO document as long as each IPT course (e.g., PPC ASEL-only, IAR-only, PPC AMEL-only, PRCs) is clearly delineated and separately labeled within the document.
CSO Attachment 10 N/A For the Quad Chart section Safety, Tracking and Cost, should the Rough Order of Magnitude Cost include Certificates only, or also include Lodging and Fuel?
The Government only requires a ROM for certificates, additional pricing requirements will be submitted during the additional phases of the CSO

6 5.1.10.1 What is meant by groups of candidates requiring the same training (i.e., PPC ASEL course or PPC ASEL/IAR/PPC AMEL combined courses), on the same calendar day schedule. Can you clarify if this means all 30 students would be expected to be scheduled for Flight Lesson 1 (as an example) as a cohort or does this mean that students enrolled in PPC ASEL would need to stay in a cohort but not necessarily be on the same lesson at the same time?
No, the requirement is not that all 30 candidates be on the exact same lesson simultaneously. The intent of SOO 5.1.10.1 is that groups of candidates enrolled in the same course type (e.g., PPC ASEL or combined PPC ASEL/IAR/PPC AMEL) start and finish within the same 139-calendar day window. However, individual progression may vary based on aptitude, instructor availability, and weather. Cohort scheduling refers to calendar alignment, not strict lesson synchronization.

5 5.1.7, 5.1.9 Is any spin training required? No, spin training is not required under this SOO. While 5.1.7 refers to hourly flight instruction for unforeseen circumstances and 5.1.9 requires breakdowns of flying hours by training type, spin training is not listed among the required maneuvers or competencies in any of the outlined courses (ASEL, AMEL, or IAR). All training is expected to follow Part 141 curriculum standards, which do not mandate spin training unless it is for a specific instructor rating or aircraft category.

5 5.1.5 Please confirm the requirement that all training must be completed within a 141 course (per Section 2 'Scope') in regard to the additional sorties to be accomplished under IFR in 5.1.5.. I.e. that either these sorties must be added to the Appendix B course, or as an Appendix K course, and cannot be completed within Part 61?
Yes, all training must be conducted under 14 CFR Part 141. Section 2 of the SOO clearly states that all training must follow Part 141 Appendix A-M. The additional IFR sorties outlined in 5.1.5—even though the candidate will not complete the FAA certification—must still be integrated into an approved Part 141 course.

4-5 5.1 Please clarify the FAA ratings with which you may reasonably expect a candidate to join the program with reference to sections 5.1.4.1 - 5.1.4.3. The IRA is aircraft Class specific and the FAA will not allow the use of "or" in course development to provide the option for multiple aircraft classes. There are potentially 8 combinations of PPC ASEL, IRA, and PPC AMEL that candidates could join with, requiring different courses for different combinations.
The current courses (5.1.1-5.1.3) would not account for a candidate to join with AMEL, AMELw/IRA, PPC ASEL and AMEL, PPC ASEL and AMEL w/IRA.
Candidates may enter the IPT program with various combinations of FAA ratings:
• PPC ASEL only
• PPC ASEL + IRA
• PPC ASEL + AMEL
• PPC ASEL + AMEL + IRA
• PPC AMEL only
• PPC AMEL + IRA
The intent for the Instrument Rating course is for it to be in the "Airplane" category and the "Single-Engine Land" class. The intent for AMEL training is for it to be a stand-alone "add-on."
8 CSO Attachment 15 Attch 5 Will industry be able to propose a pricing workbook that we create along with the CLIN structure of the pricing workbook?
Yes, the Government intends to provide a pricing matrix that is configured to the CLIN structure of IPT during the additional phases of this CSO. See item 9.
9 CSO Attachment 15 Attch 5 Will industry be able to submit a narrative volume with the price proposal to explain the rationale of workbook's structure?
The Government intends to provide an excel sheet with recommended CLIN structure. Any narrative provided should only provide essential data to understanding price. As this is a commercial requirement, the Government will rely on price analysis vs. cost analysis. More details will be provided in the next phase.
Per Attch 5: The responsibility for providing adequate supporting data and attachments lies solely with the offeror. Further, the offeror must also bear the burden of proof in establishing reasonableness of proposed prices; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared price proposal. The Contracting Officer will determine if additional information is necessary to support a fair and reasonable price determination.
10 CSO Attachment 11 Attch 2 Do the 1" margins, single-spacing, Times New Roman font, and 12 point font apply to the slides?
No, the formatting requirements for slides are separate from written solution briefs.
These apply to the five-page narrative alternative submission.
11 CSO Attachment 11 Attch 2 Does the Cover Page count against the 15 total slides? No. The cover page does not count toward the 15-slide limit. However, anything beyond the 15 content slides will not be evaluated.
12 CSO Attachment 7 5.2.1.5. In the instance of a multi-site training submission, where one of the sites is deemed non-selectable, but the other sites are deemed selectable, will the government move forward in the bid process with the selectable sites or will the proposed Phase I submission be determined non-selectable in its entirety.
This will be handled on a case by case basis. The Government reserves the right to clarify positions and keep open communication with all companies to reach the most intelligent business solution(s).
13 Attachment 8 - AoIs - Aircraft If the contractor offers a compliant aircraft type that the government deems non-selectable, will the government inform that contractor and allow them to offer an aircraft type that is selectable?
The offeror must propose an aircraft that meets all requirements of the SOO in order to be deemed Selectable.

1. Purpose
If a contractor can support more than the minimum number of students, will the government inform the contractor during the CSO process of the estimated number of students that will be assigned to that location based on their capacity?
The Government anticipates that offerors propose their estimated quantity of throughput per year. The Government will then allocate students based on offeror's proposed capabilities.
15 N/A N/A N/A How will fuel be reimbursed for the length of this contract? This will not be a reimbursable CLIN. Full details will be provided in the next phase.
There will be a FFP Economic Price Adjustment CLIN for fuel. The contractor will propose their fuel price for all years, and a clause will be applied which will tie a publicly available index. If this index exceeds a certain variation percentage (TBD), then the FFP will be adjusted up or down accordingly to prevent either party from bearing the full burden of economic volatility. This assessment will be conducted at intervals, most likely annually.

5 5.1.9. If the student requires additional flight hours to achieve course certification, how will the government reimburse the contractor for the additional hours and lodging?
The Government anticipates a Firm Fixed Price (FFP) type of contract based on price per certification(s) and housing. Additional hours and lodging will be at the contractor's expense. The Government does anticipate a certain level of attrition, so if a candidate requires extensive additional training, IPT Notification and Reporting Instructions apply
17 N/A N/A N/A How will the government reimburse contractors for tariffs that are applicable to any parts or equipment required for program execution during the period of performance of the CSO contract?
This will be a firm fixed price contract. As with any risk on long term contracts, companies should make their best effort to estimate and price in these risks. It is unknown at this time if the Government will offer any relief for contractors in relation to tariffs.
18 N/A N/A N/A As the cost of lodging and fuel is affected by economic factors year over year how will the government allow for equitable adjustments to these variable costs?
Fuel will be offset by EPA Clause to account for economic volatility. Lodging will be fixed price. Offers should provide their most reasonable estimate for the entirety of the contract.

3 Paragraph #1 The statement, "The Government expects to begin training Government-provided candidates…shall be able to scale to the minimum candidate throughput of 150 graduates within the first performance year." Are you saying we must graduate 150 candidates within the first performance year? Or, do we simply need to scale so that in the future we would be accepting enough students throughout the year that 150 students would be graduating over the course of each year?
No, the Government requirement is that a contractor must be able to graduate a minimum of 150 candidates within their performance year. This requirement will minimize student administrative control as they report to various locations scattered across the CONUS.

Military Student (IMS) Transportation
How would the Air Force like us to include the transportation for International Military Students within the ROM pricing?
International Military Transportation pricing is not required for the ROM required for Phase I of the CSO
21 Attachment #2 8: Price Portion:
The request is for a pricing per certificate (PPC, IAR, AMEL). Are we supposed to include housing in each of these price ROMs, or just provide the pricing for the flight training? What about the International Military Student Transportation?
The Government only requires a ROM for certificates, additional pricing requirements will be submitted during the additional phases of the CSO

This is not a multi-year contract. Task orders will generally be executed on an annual basis, not to exceed 12 months per order.
Any year over year escalation should be accounted for in the proposed ROM/price.

6 5.1.11 We will have four 4-bedroom suites a single building (total 16 bedrooms in each building), each bedroom locks and each with its own bathroom. Can a female suite and male suites be in the same building?
Yes, the contractor should try to separate males from females candidates to furtherst extent possible though.

Are the requirements in this paragraph valid for this CSO? They seem "leftover" from a template CSO for technology vice flight training. ROM of price/cost makes sense, but the rest are questionable for a Phase I solutions brief.

To clarify, the objective of this course is to bring cadets to a standard level of performance prior to enrolling in the standard Multi Engine Land (PPL AMEL) course?

Multi Engine PRC - Can contractor expect that all cadets enrolled in this course have an FAA Private Pilot or FAA Commercial Pilot Airplane Multi Engine Land Certificate with FAA Instrument Rating?
No. For this course, the contractor should only assume the USAF pilot trainee already holds a AMEL certificate. Posession of an Instrument Rating will be assessed separately.

For example, if the Air Force has a candidate with an FAA Commercial Pilot Airplane Multi Engine Land Certificate with FAA Instrument Rating, would they do the Private PRC, Instrument PRC, and then Multi Engine PRC? Or would the Multi Engine PRC include all standardization expected to occur in the Private and Instrument PRC already?
The governement will order specific training based on a governement review of the USAF pilot trainee's certificate and logbook.

Private Pilot Course Without FAA Flight Test – Mentions the need for 8-10 sorties under Instrument Flight Rules. Are these anticipated to be similar to the first portion of a standard Instrument Rating Course (IAR)?
The Government's intent is to ideally be the first few sorties of in instrument course, but flexibility is allowed based on the flight school.

Location – Should a provider experience highly unusual weather conditions, airfield closures beyond control, or other acts of God, is it possible to conduct short portions of training at an unspecified ancillary site to ensure the 139-day timeline? Contractor will provide all required lodging if required.
Yes. Movement of a candidate to new Contractor training site during the training period will be approved by the Government for unique issues or situations, on a case-by-case basis
SOO 8 6.1.2 With access to an LMS/TMS the government can pull non-timeline/progress data at any time it chooses. There is a difference between making data available and reporting data weekly. The data listed in para 6.1.2 "Data Reporting" represents enormous amounts of data and will require hiring a data manager. This will unnecessarily inflate the cost to the government. Suggest a change to the requirement which represents data that is directional with respect to timeline progress/student performance be reported weekly.
Require that data which is historical be available in LMS/TMS throughout the term of a course. (grades, event, flight hours, sortie count, simulator hours (if applicable), simulator event count (if applicable), certification information, and aircraft type flown with flight hours attributed to specific aircraft type)
One example of the amount of data in the para 6.1.2 requirement - grades - for a location with 250 students trained throughout the year equals (250 students x 100+ grades = 25,000+) 25K grades per location to be reported even though they are available for the government to pull from LMS/TMS as required.
Suggestion for requirement:
Upon government request, contractor will report the following data - grades, event completion status, sortie count, simulator event count (if applicable), certification information, and aircraft type flown with flight hours attributed to specific aircraft type.
This data may be requested for any student with below average performance in a flight
Data should be provided IAW the SOO with additional guidance being provided at the Task Order level via the IPT Notification and Reporting Requirements
CSO 6 5.1.1 Can contractor work collaboratively with the Government to adapt the SOW after award to better accomplish training objectives based on feedback from cadets and UPT training bases? (NOTE: Thought here is that we could work to continue expanding training/options if we can find areas of value. Turbine transition? Upset and Recovery (UPRT)? High Altitude?)
