About this file

The document is the Department of Defense (DoD) Lodging Adequacy Standards, approved on December 18, 2020 and updated in October 2022. The standards establish comprehensive requirements for lodging facilities used by government travelers, with the expectation that all DoD Lodging facilities meet 100% of the specified standards. These standards cover seven key sections: Traveler Safety and Security, Traveler Quality - General, Traveler Quality - Public Area Including Lobby, Traveler Quality - Guest Bath, Traveler Financial Protections, and Traveler Convenience.

The standards specify detailed requirements across multiple domains, including fire safety compliance, accessibility, security, room features, internet connectivity, ventilation, and emergency preparedness. Facilities must meet National Fire Protection Association (NFPA) standards, Americans with Disabilities Act requirements, and have documented emergency plans. Key requirements include 24/7 guest support, non-smoking rooms, high-speed internet, proper room security features like deadbolts and door viewers, and clear emergency evacuation information. Lodging rooms that do not meet 100% of these standards will not be listed in the official government travel booking portal, and compliance will be reported annually to the Office of the Under Secretary of Defense.

Department of Defense

Lodging Adequacy

Standards Approved December 18, 2020

(Updated October 2022)

DoD Lodging Adequacy Standards Approved

December 18, 2020

Department of Defense (DoD) Lodging Adequacy Standards are effective December

18, 2020 and replace previously published standards. These new standards must be used for annual reporting that begins with the FY21 reporting cycle and beyond. The standards ensure the care and satisfaction of official government travelers by providing adequate accommodations in quality facilities. It is DoD’s expectation that all DoD Lodging facilities meet 100 percent of the standards. Furthermore, all lodging rooms meeting these standards must be listed in the official government travel booking portal (e.g. Defense Travel System). If DoD Lodging rooms do not meet 100 percent of the DoD Lodging Adequacy Standards, the rooms will not be listed in the official government travel booking portal.

The Standards have been developed with input from Military Services and Defense

Travel Management Office (DTMO) and are reflective of DTMO’s Integrated

Lodging Program Pilot standards. All construction, renovations, room upgrades, and

DoD Lodging brands must use these standards in planning and execution.

Compliance with Adequacy standards will be reported to OUSD(P&R) annually at a minimum by the Military Departments.
