About this opportunity
The Department of Agriculture Forest Service seeks janitorial and routine maintenance services at three locations on the Inyo National Forest in California, with proposals due June 4, 2026. This is a Total Small Business Set-Aside with a $22 million size standard and NAICS code 561720.
Place of performance includes White Mountain Ranger Station & Visitor Center in Bishop, California; Mt. Whitney Ranger Station Administrative Site in Lone Pine, California; and Mt. Whitney Eastern Sierra Visitor Center in Lone Pine, California. Services include facility cleaning, supplies (paper products, chemicals, tools, and equipment), and routine maintenance. Work is scheduled for Monday and Thursday service at all three locations, with biweekly frequency. Monthly deep cleaning of non-carpeted flooring (manufactured wood, laminate, polished concrete, and restroom/kitchenette hard flooring) and annual steam cleaning of carpeted areas are required. Square footage by location: Location 1 contains 4,000 square feet of manufactured wood and 300 square feet of bathroom flooring; Location 2 contains 2,300 square feet of carpet, 200 square feet of bathroom, and 100 square feet of kitchenette; Location 3 contains 6,000 square feet of polished concrete.
The contract structure consists of a base period from July 6, 2026, through April 30, 2027 (10 months), followed by four one-year option periods extending through May 31, 2031. A firm-fixed price requirements contract is anticipated. The previous award for this work was $82,368.00 on March 31, 2021 for a base plus three option year contract.
Evaluation criteria include price (fair and reasonable), technical acceptability based on the contractor's ability to perform services and submit a Quality Control Program, and past performance using an Acceptable/Neutral/Unacceptable rating system. The Government will award to the lowest priced, technically acceptable offer. Past Performance Questionnaires are required from the prime contractor, all teaming partners, and critical subcontractors performing 20 percent or more of work. A mandatory site visit is scheduled for May 26, 2026, at noon Pacific time at the Easter Sierra Visitor Center; RSVP to Kari.Hughes@usda.gov. All questions were answered on June 4, 2026 and posted; no further questions are accepted.
