About this file

This is a Questions and Answers document for federal contract opportunity 127EAY26Q0064, issued by the USDA for South Zone District Janitorial Services on May 22, 2026.

The solicitation covers janitorial services at three locations, with performance running from July 6, 2026, through May 31, 2031. Services include routine janitorial cleaning (scheduled for Mondays and Thursdays), with monthly deep cleaning of non-carpeted flooring (manufactured wood, laminate, polished concrete, restroom, and kitchenette hard flooring) and annual steam cleaning of carpeted areas in early spring. Square footage approximations are provided: Location 1 contains 4,000 square feet of manufactured wood and 300 square feet of field bathrooms; Location 2 contains 2,300 square feet of carpet, 200 square feet of bathroom, and 100 square feet of kitchenette; Location 3 contains 6,000 square feet of polished concrete. The base period (CLIN 0004) is 10 months, with service days coordinated with the Contracting Officer's Representative (COR) if federal holidays occur. Offerors must submit quotes to Kari.Hughes@usda.gov and may propose subcontractors to attend the May 26 site visit. Submission requirements include a contractor-developed Quality Control Program addressing inspections, corrective actions, and customer complaints, a contractor-provided task checklist, and Past Performance Questionnaires for the prime contractor, all teaming partners, and critical subcontractors performing 20 percent or more of the work. The monthly floor polishing requirement may be satisfied through machine polishing, buff application, or deep cleaning methods, as specified by the contractor.

127EAY26Q0064 INF South Zone District Janitorial Services Questions and Answers – 22 May 2026

Q1: Can you please confirm the correct email address for quote submission? Page 21 lists Kari.Hghes@usda.gov, while the point of contact email appears to be Kari.Hughes@usda.gov.

A1: The correct address is Kari.Hughes@usda.gov

Q2: May a proposed subcontractor attend the May 26 site visit on behalf of the prime offeror?

A2: Yes

Q3: For CLIN 2004, Option Year 2, the schedule appears to state that the Mt. Whitney Eastern Sierra Visitor Center is serviced one day per week, while the PWS generally states service should be performed Mondays and Thursdays. Should CLIN 2004 be priced as one day per week or two days per week?

A3: CLIN 2004 was correct to read service two days per week (Monday and Thursday).

Q4: Are offerors required to submit the completed Past Performance Questionnaire for the prime only, or must critical subcontractors also complete Attachment 5 when they will perform 20% or more of the work?

A4: Past Performance Questionnaire is for the Prime Contractor, all Teaming Partners, and critical subcontractors.

Q5: Is there a preferred format for the Quality Control Program, or is a contractor-developed QCP acceptable as long as it addresses inspections, corrective actions, and customer complaints?

A5: Contractor-developed QCP is acceptable.

Q6: Please confirm whether the monthly “Polish Flooring” requirement applies to all non-carpet flooring at all three locations, including manufactured wood/laminate flooring, restroom/kitchenette hard flooring, and polished concrete flooring.

A6: Yes

Q7: Please clarify the expected method for the monthly floor polishing requirement. Is the Government expecting machine polishing/buffing, polish application, or another specific monthly floor-care method?

mailto:Kari.Hghes@usda.gov mailto:Kari.Hughes@usda.gov

A7: We do not have a specific expectation. It could instead be called a monthly deep clean or heavy scrub of the non-carpeted flooring.

Q8: Please provide, if available, approximate square footage by flooring type for each location, including carpet, manufactured wood/laminate, polished concrete, restroom hard flooring, and kitchenette hard flooring.

A8:Very approximate:

- location 1: 4000 sq ft manufactured wood, 300 sq ft field bathrooms (possibly polished or painted concrete).

- Location 2: 2300 sq ft carpet, 200 sq ft bathroom, 100 sq ft kitchenette.

- Location 3: 6000 sq ft polished concrete mixed between bathrooms and visitor center.

Q9: Please confirm whether the annual steam cleaning of all carpet areas applies only to the carpeted areas at the Mt. Whitney Ranger Station Administrative Site, or whether any other carpeted areas exist at the other locations.

A9: I believe that we only have carpet in the Mt Whitney Admin Site in all but the bathrooms of the office building and in most of the training room. I would guess up to 300 sq ft of bathroom and kitchenette flooring and the remaining 2300 sq ft or so carpet. This can be validated if you come to the site visit.

Q10: Please confirm whether the annual deep cleaning of non-carpet floors should be completed once per contract year at each location, and whether the Government has a preferred month or seasonal timing for this annual work.

A10: Yes once per contract year at each location, we would prefer it happen in the early spring (February to April).

Q11: If a required service day falls on a federal holiday, should the contractor skip that service, perform it on the next business day, or coordinate an alternate service day with the

COR?

A11: Coordinate an alternate, either one business day before or after the holiday, with the COR.

Q12: The PWS states that the day of the week can be negotiated but frequency must be maintained. Should offerors price strictly based on Monday/Thursday service, or may alternate service days be coordinated after award with the COR?

A12: Price strictly on Monday/Thursday service. Alternate service day may be coordinated with the COR on an “as needed” basis.

Q13: Please confirm the intended quantity for CLIN 0004 in the base period. The SF1449 shows CLIN 0004 as 11 months, while the listed performance period runs from 07/06/2026 to 04/30/2027.

A13: CLIN 0004 should read 10 Months as is shown on the Schedule of Items.

Q14: The Q&A states the Past Performance Questionnaire is for the Prime Contractor, but the solicitation text also references past performance sheets and consent letters for teaming partners and critical subcontractors. Please confirm whether any critical subcontractor past performance sheets or consent letters are required.

A14: Our apologies, teaming partners and critical subcontractors are also required to provide past performance questionnaires.

Q15: Please clarify whether Form WH510 is required for this janitorial contract. The PWS states the contract does not require Farm Labor Contractor registration, but also states the Contractor shall provide a current Form WH510 or legible copy.

A15: The reference to WH510 has been removed from the PWS. A revised PWS has been uploaded to SAM.

Q16: Please confirm the anticipated start date. The PWS lists an estimated start date of June 1, 2026, while the amendment lists the period of performance as 07/06/2026 to 05/31/2031.

A16: The amendment date of 7/06/2026 is correct. The PWS has been revised and uploaded to

SAM.

Q17: Please confirm whether Government-provided task checklists are required, or whether a contractor-developed task checklist is acceptable as part of the Quality Control Program.

A17: PWS Section 6.1-1 Contractor-Furnished Equipment and Supplies lists a Contractor Provided Task check-list.
