About this opportunity
The Department of the Navy Naval Supply Systems Command seeks thermal spray surface deposition repair services for an Induction Mast Standpipe supporting the SSBN 737 USS Kentucky Extended Refit Period maintenance availability at Trident Refit Facility, Bangor, Washington, with quotes due May 14, 2026 at 12:00 PM Pacific Time. The procurement is a Total Small Business set-aside, limiting competition to certified small business concerns matching NAICS 332812.
Work must be performed at the contractor's facility in the Continental United States, with delivery required by July 31, 2026. The Navy will furnish the standpipe (one government-furnished unit, NSN 204001101586, with unit acquisition cost of $97,453) and pay shipping to the contractor; the contractor is responsible for return shipping to Naval Base Kitsap Bangor. The scope includes pre-machining to remove existing METCO 444 coating, surface preparation, application of INCONEL 625 or METCO 444 thermal spray coating per NAVSEA specifications, final machining to 20.995–21.000 inches OD with 32 rhr surface finish, sealant application using METCO AP or equivalent, and final inspection. The contractor must hold NAVSEA thermal spray facility and process certification per NAVSEA T9074-AA-GIB-010/1687 and comply with Northwest Regional Maintenance Center Local Standard Items 099-12NW and Trident Refit Facility Engineering Memorandum 410/259M-25 Rev-A. This is a firm-fixed-price contract. Award goes to the lowest-priced quote meeting all technical acceptability standards, evaluated on three criteria: documented NAVSEA thermal spray certification, submission of a Government Property Management System Plan complying with FAR 52.245-1(f), and current small business certifications in SAM with matching NAICS code 332812. Clarification requests are due May 12. Amendment 0001 issued May 8 addressed Request for Clarifications #1-2; offerors must acknowledge receipt of this amendment prior to quote submission.

Amendment 0001 posted 5/8/2026.
SCOPE:
Trident Refit Facility, Bangor, WA (TRFB), in support of the SSBN 737 USS Kentucky Extended Refit Period (ERP) maintenance availability, requires commercial thermal spray surface deposition repair services to restore the Induction Mast Standpipe outer surface as directed by Ref. 2.1. The outer surface of the Induction Mast Standpipe requires outer “wear” surface repairs due to wear and corrosion by products and defects that do not meet inspection criteria of the applicable NAVSEA Maintenance Standard document. Thermal spray repair of components removed from USN vessels shall only be conducted by thermal spray entities whose deposition processes and facilities have been certified by NAVSEA. The Induction Mast Standpipe outer wear surface was previously repaired in 2012 via thermal spray repairs conducted by Norfolk Naval Shipyard (NNSY) per Ref. 2.1. When TRFB engaged NNSY in FEB 2026 to query as to their capability to assist with thermal spray repair services, NNSY responded that they do not currently have the capability. TRFB then surveyed other USN shipyards, which resulted with no activity having the requisite thermal spray capability, thus commercial thermal spray services are required.
Period of Performance:
POP will begin at award. Required Delivery Date is 31 July 2026.
