About this file

This is a Government Response to Request for Clarifications document for contract N4523A26Q0808, concerning Induction Mast Standpipe Thermal Spray services. The document addresses contractor inquiries regarding technical requirements and certification procedures.

The government clarified that contractors must use METCO AP sealant or equivalent in the thermal spray repair application, as specified in past performance work governed by UIPI 0074-903 and the Thermal Spray Application Procedure Data Sheet Appendix #7. Regarding alternative responses to Technical Factor 1, the government indicated that contractors may propose relevant specifications and qualifications from similar thermal spray work performed for other federal agencies (such as the U.S. Army MDA), addressing thermal spray facility capabilities, quality assurance programs, and thermal spray procedures. During technical evaluation, TRFB C/410 engineering will compare the contractor's provided data against T9074-AA-GIB-010/1687 requirements to determine suitability. The government further clarified that requests for NAVSEA Certification to T9074-AA-GIB-010/1687 are valid at any time and should not be dependent on an active procurement requisition at the time of request.

Government Response To Request for Clarifications

1) Question: In reference to attachment 1 paragraph 3.3.7: Can TRFB provide clarification of what sealer material had been used previously or what they desire to have used in this case, or do you require a recommendation from the contractor?

Answer: In the past performance of Thermal Spray repair of this Induction Mast Standpipe by Norfolk Naval Shipyard (NNSY), performance of work was specified to UIPI 0074-903 and Thermal Spray Application Procedure Data Sheet Appendix #7 which delineates use of METCO 444 on 300 series Stainless Steel which and directs use of “METCO AP” sealant. In speaking with the cognizant C/411 Engineer, her direction is to use “METCO AP” sealant, or equivalent sealant, in this Induction Mast Standpipe Thermal Spray repair application.

2)

a. Question: In reference to attachment 1 paragraph 3.3.2: Would alternative responses to Technical Factor 1 be considered?

Answer: With the contractor stating “…we have performed similar thermal spray work for US Army MDA for many years (which is governed by different specifications…”, it is recommended that the contractor prepare their proposal to include relevant specifications/qualifications that they met when performing “similar thermal spray work” for other federal agencies, speaking to the following evaluation factors: the contractor's thermal spray facility, quality assurance program, and the thermal spray procedures used in support of those services. As this does not pertain to SUBSAFE work, during the Technical Evaluation period TRFB C/410 engineering will evaluate the provided data from the proposal compared to the T9074-AA-GIB-010/1687 requirements and make a suitability determination/recommendation based on their findings.

b. Question: In reference to attachment 1 paragraph 3.3.2: If the contractor were to prepare for such a certification, would our request be considered if there is not a requisition for these kinds of services active at the time of the request?

Answer: Requests to obtain NAVSEA Certification to T9074-AA-GIB-010/1687 should be considered valid at any time, such to not be dependent on an active procurement at the time of the request.
