This is a Statement of Work (SOW) for thermal spray repair services on a submarine induction mast standpipe for the SSBN 737 USS Kentucky.

The contractor shall provide thermal spray repair services to restore the outer surface of an Induction Mast Standpipe that has been removed from the USS Kentucky and is currently at Trident Refit Facility (TRFB) in Bangor, Washington. The work involves pre-machining the standpipe to remove existing METCO 444 thermal spray coating to a dimension of 20.940 inches OD (+0.000/-0.010), surface preparation, application of INCONEL 625 or METCO 444 thermal spray coating per technical references, final machining to 20.995-21.000 inches OD with a 32 rhr surface finish, sealant application, and final inspection. The contractor must comply with NAVSEA-certified thermal spray processes and facilities per Reference 2.3 (NAVSEA T9074-AA-GIB-010/1687), Northwest Regional Maintenance Center Local Standard Items 099-12NW, and specific technical direction in Reference 2.1 (TRF Bangor Engineering Memorandum 410/259M-25 Rev-A). The required delivery date is 31 July 2026, with work to be performed at a contractor facility in the Continental United States. This is a Firm-Fixed Price Contract. The Government will provide crating and shipping from TRFB to the contractor; the contractor is responsible for return shipping by traceable means to TRFB at US Naval Base Kitsap Bangor. Deliverables include a Conditions Found Report (CDRL A001) submitted within three days of receipt and a Thermal Spray Record Form (CDRL A002) submitted within five days of completion. Weekly progress reports are required when the standpipe remains at the contractor facility for more than three workdays. The contractor must protect all surfaces from damage, provide receipt inspections, maintain security of government property and information, and ensure cleanliness of the standpipe prior to return shipment.

SSBN 737 USS Kentucky Induction

Mast Standpipe Thermal Spray

Repair Services

Statement of Work (SOW)

Date: 18 MAR 2026

STATEMENT OF WORK (SOW)

1. GENERAL INFORMATION:

1.1. GENERAL: This is a non-personnel services contract to provide thermal spray repair technical services to a submarine induction mast standpipe upon approved CFR. The

Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2. DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide all personnel, facilities, equipment, supplies, transportation, tools, materials, supervision, other items and non-personal services necessary to perform thermal spray repair services to the submarine induction mast standpipe as defined in this Statement of Work (SOW), except for those items specified as government furnished material, property and services.

The contractor shall perform to the standards in this contract.

1.3. BACKGROUND: Trident Refit Facility, Bangor, WA (TRFB), in support of the SSBN

737 USS Kentucky Extended Refit Period (ERP) maintenance availability, requires commercial thermal spray surface deposition repair services to restore the Induction Mast

Standpipe outer surface as directed by Ref. 2.1. The outer surface of the Induction Mast

Standpipe requires outer “wear” surface repairs due to wear and corrosion by products and defects that do not meet inspection criteria of the applicable NAVSEA Maintenance

Standard document. Thermal spray repair of components removed from USN vessels shall only be conducted by thermal spray entities whose deposition processes and facilities have been certified by NAVSEA.

1.3.1. The Induction Mast Standpipe outer wear surface was previously repaired in 2012 via thermal spray repairs conducted by Norfolk Naval Shipyard (NNSY) per Ref.

2.1. When TRFB engaged NNSY in FEB 2026 to query as to their capability to assist with thermal spray repair services, NNSY responded that they do not currently have the capability. TRFB then surveyed other USN shipyards, which resulted with no activity having the requisite thermal spray capability, thus commercial thermal spray services are required.

1.4. SCOPE: Current baseline conditions: SSBN 737 USS Kentucky Induction Mast

Standpipe is removed from ship and is in shop to facilitate engineering inspections, issuance of repair direction, and conduct of repair actions.

1.5. REQUIRED DELIVERY DATE: 31 JUL 2026

1.6. LOCATION OF WORK: Contractor Facility; CONUS.

1.7. TYPE OF CONTRACT: Government will award a Firm-Fixed Price Contract.

1.8. TECHNICAL CLARIFICATION: All technical clarifications will be coordinated through the Contracting Officer’s Representative (COR).

1.9. GOVERNMENT POINT OF CONTACT: Contracting Officer’s Representative (COR) identified in contract.

1.10. SHIPPING AND DELIVERY: Coordinate delivery and shipment of Government

Furnished Equipment (GFE) with the COR. See below for clarifying delivery and shipping information:

1.10.1. Freight and shipping, by traceable means, of the Induction Mast Standpipe from

TRFB to the contractor is the responsibility of, and funded by, TRFB. Shipping from TRFB to the contactor will be initiated promptly upon contract award (not to exceed five workdays). TRFB will provide the shipment tracking identification data to the COR within seventy-two hours of shipping carrier pick-up from

TRFB.

1.10.2. Freight and shipping, by traceable means, of the repaired Induction Mast

Standpipe, from the contractor to TRFB is the responsibility of, and funded by, the contractor. The contractor shall provide the shipment tracking identification data to the COR within seventy-two hours of shipping carrier pick-up from the contractor.
