Work must be performed Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding federal holidays. Davis Bacon prevailing wage rates apply under Wage Determination PA20260003 for Philadelphia County. A bid guarantee of 20 percent of bid price or $1 million (whichever is less) is required on SF-24; performance and payment bonds are required within 10 calendar days of award. Proposals must remain firm for 60 calendar days from the offer due date.

PROCUREMENT TYPE: The Government anticipates awarding a single firm-fixed price contract to meet this requirement. This firm-fixed price contract will be awarded using RFO FAR 12.203 and, the Lowest Price Technically Acceptable process as defined in FAR 15.101-2 shall be used in the requirement as authorized by RFO FAR 12.203 (c)(3).. Accordingly, we are requesting you review the information within the solicitation and attachments.

SET-ASIDE: This acquisition will be a 100% Total Small Businesses (SB) Set-aside. Offers will only be accepted from small businesses. Offers received from concerns that are not SB concerns shall be considered nonresponsive and will be rejected.
