About this opportunity

The National Park Service Northeast Region seeks annual fire alarm inspection, testing, and maintenance services plus as-needed repairs for Independence National Historical Park in Philadelphia, Pennsylvania, with proposals due September 10, 2026. This is a total small business set-aside under NAICS 561621.

Place of performance spans 25+ buildings and facilities across Independence National Historical Park's historic district, primarily along 3rd Street, Dock Street, Market Street, Walnut Street, and Chestnut Street in Philadelphia, with two additional locations at 5448 and 5442 Germantown Avenue. Work must be performed during regular business hours (Monday–Friday, 8:00 a.m.–4:00 p.m.) unless the Contracting Officer provides prior written approval for after-hours work. A site visit is scheduled for August 31, 2026, at 9:30 a.m. EDT at 143 S. 3rd Street; attendees must arrange their own street parking.

The base period runs September 28, 2026 through April 30, 2027 (8 months), with four optional 12-month renewal periods and one optional 6-month extension, extending contract performance through October 31, 2031. The base period includes up to 64 hours of repair and service call labor (not-to-exceed $22,000); each option period includes up to 30 hours (not-to-exceed $11,500–$13,500); the optional extension includes 15 hours (not-to-exceed $7,000); an additional 60-hour optional contingency line item is available for extra repairs.

Services cover inspection, testing, and maintenance of fire alarm systems, smoke detectors (1,045 units), heat detectors (271 units), duct detectors (227 units), notification appliances, pull stations, flow switches, tamper switches, sprinkler system interfaces, and elevator emergency recall systems, all compliant with OSHA 29 CFR 1910, NFPA 72, International Fire Code 2021, and National Electrical Code. The 2025 inspection reports document significant deficiencies including backup battery failures, wiring failures, and non-restorable detectors requiring component replacement and system repairs.

The contractor must employ a lead technician holding current NICET Level II certification (or higher) in Fire Alarm Systems and minimum three years' experience with SimplexGrinnell, Honeywell FCI, and Edwards EST systems. Biobased certification identifying biobased products and prior biobased product experience over the past two years is required. Service Contract Act prevailing wage rates apply. Evaluation uses Lowest Price Technically Acceptable methodology. Amendment 0002 (effective September 4, 2026) supplements information on recent fire alarm modifications at First Bank and Independence Hall; contractors must acknowledge receipt of all amendments prior to the proposal deadline.
