About this opportunity
The Federal Aviation Administration (FAA) is seeking a small business contractor to replace the mechanical room flooring in the Power Services Building at the Seattle Air Route Traffic Control Center (ZSE) in Auburn, Washington. This competitive solicitation is for a firm fixed-price contract funded through the Infrastructure Investment and Jobs Act (IIJA). The project requires removing existing flooring, preparing the surface, and installing new low VOC epoxy flooring with a 3/8" coating thickness covering approximately 3,500 square feet. Potential offerors must submit a complete proposal by March 28, 2025, at 3:00 PM Central Time, including a detailed SIR document, pricing information, representations and certifications, and an experience form demonstrating at least one project valued over $100,000 completed within the last three years. The FAA will evaluate and award the contract to the lowest-priced offeror determined to be fully responsive and responsible, with a site visit scheduled for March 12, 2025, to allow contractors to inspect the facility.
The solicitation is a 100% small business set-aside with an estimated project value between $100,000 and $135,000. The contract requires completion within 30 calendar days of the Notice to Proceed, with strict requirements for minimizing disruption to air traffic control operations and following facility security protocols. Contractors must work under FAA escort and protect existing mechanical equipment during the flooring replacement. The place of performance is located at 3101 Auburn Way S., Auburn, WA 98092, within the ZSU CTRB Facility. Wage rates will be determined by the Davis-Bacon Act wage determination for King County, Washington, effective February 7, 2025, which establishes minimum wage rates and fringe benefits for various construction trades. The FAA reserves the right to cancel the requirement at any time, and all costs associated with proposal development are at the risk of the offeror and will not be reimbursed.
