About this file
This is a Statement of Work (SOW) for replacing the mechanical room flooring at the FAA Seattle Air Route Traffic Control Center (ARTCC) in Auburn, WA, funded under the 2022 Bipartisan Infrastructure Law. The project requires removing existing flooring and base cove, preparing and repairing the floor surface, applying low VOC epoxy flooring with a 3/8" final coating thickness to cover 3,500 sq ft, and installing new rubber coving. The work includes detailed surface preparation steps like grinding, shot blasting, crack repair, priming, and applying colored quartz chips in a partial broadcast pattern.
The contractor must complete the work within 30 calendar days of Notice to Proceed, submit a project schedule within 10 days of award, and provide a flooring replacement control plan and Material Safety Data Sheets for FAA approval before beginning work. Key constraints include minimizing disruption to ARTCC operations, working under FAA escort, following security requirements, protecting air handlers and floor conduits from debris, and ensuring proper ventilation. The FAA will select floor and coving colors from standard manufacturer options. This project is being solicited as a small business set-aside with proposals due March 28, 2025.

2. Remove current flooring, and (Base Cove) coving ZSE ARTCC Mechanical Room.
3. The floor surface must be prepared to accept the new coat of low voc epoxy flooring on its top.
4. Remove foreign materials such as oil, refrigerant, dirt, and dust particles from the surface.
5. Follow by grinding, shot blasting, and scarifying to have a course surface for better bonding with the mother floor.
6. Patch and repair all the major cracks identified on the floor to provide durability to epoxy flooring.
7. Rout crack with v-notch crack chaser if needed. Blow out crack with oil-free dry compressed air. Partially fill crack with dry sand if needed.
8. Follow with crack repair by gravity-fed epoxy resin (ACI RAP-2).
9. Apply surface priming coat to the floor. During priming, ensure that the primer makes its way deep into the floor.
10. After applying the primer coat, fill all the visible cracks and holes present on the floor with epoxy.
11. The floor must be lightly ground, sanded, and re-layered.
12. Test sealant using a significant amount of water applied to the floor. If the water is not soaked in, then the floor can be applied with a low voc epoxy flake coating for a final coating thickness of NLT 3/8” to cover 3500 sq ft.
13. Color of epoxy floor to be selected by FAA from manufacture's standard selection of colors.
14. Broadcast colored quartz chips with a Heavy Sprinkle Partial (Random) Broadcast pattern into flooring as required (Color of Quartz chips to be selected by FAA).
15. After application, cure the epoxy floor at the required temperature.
16. Ensure that the curing process is initiated only when the epoxy begins a reaction with another curing agent.
