About this opportunity
The Federal Aviation Administration's Southwestern Region is soliciting proposals for terminal facility improvement work at San Antonio International Airport's Air Traffic Control Tower (ATCT) and Base Building under the Infrastructure Investment and Jobs Act (IIJA). The solicitation seeks a single contractor to perform comprehensive renovation and modernization work including mechanical systems replacement, electrical infrastructure upgrades, plumbing system renovations, interior finish replacements, asbestos and lead abatement, and site improvements. Qualified offerors must maintain current registration in the Systems for Award Management (SAM) database and demonstrate relevant past performance from projects completed within the last five years through detailed performance questionnaires. The contract will be awarded to the lowest-priced, technically acceptable offeror based on evaluation of business factors, technical capabilities, and past performance. Key deadlines include the proposal submission deadline of October 22, 2025, at 1300 EDT (tomorrow), with an optional site visit conducted on April 10, 2025, and a question submission deadline that was extended multiple times through six amendments, with the final questions deadline having passed.
This procurement is not set-aside for any specific business category and carries an estimated contract value between $3,000,000 and $7,000,000 under a firm-fixed-price arrangement. The project will be performed in San Antonio, Texas, with a performance period of 295 calendar days (negotiable), requiring contractors to maintain facility operations and minimize disruptions to the continuously operational air traffic control facility. Multiple amendments have been issued extending the proposal due date from the original May 13, 2025, deadline through October 22, 2025, with accompanying updates to technical specifications, drawings, design data handbooks, and Request for Information clarifications. Prevailing wage requirements under the Davis-Bacon Act apply to this project, with wage rates specified for Bexar County, Texas construction trades. Offerors must submit comprehensive proposals addressing technical requirements, cost estimates using the standardized proposal breakdown format, bid bonds using Standard Form 24, and documented past performance from the contracting officer at the Federal Aviation Administration.
