RFI Set 2

1) Spec Sec. 01 23 00 3.1 Schedule of alternates. “The installation must comply with SoCal Edison's installation requirements for service entrance distribution equipment.” Can you provide these requirements?

FAA RESPONSE: See Addendum for changes to specification section Alternates 01 23 00.

2) There are several references to USACE in the specifications. Does USACE requirements and regulations apply to this project?

FAA RESPONSE: The use of USACE requirements in the specifications is to provide a Government standard that the contractor must comply with in addition to FAA standards.

USACE standards should be pulled from the Whole Building Design Guide Website for most current issue.

3) Spec Sec. 01 32 00 1.11 Entire section is laid out to USACE requirements. Does this section apply to this project? Can you provide ER415-1-15 and Appendix A&B?

FAA RESPONSE: See response to Question #2.

Spec Sec 01 35 29 is a specification written for USACE project. Does it apply to this project?

4) Can you provide access to EM 385-1-1 so we can see the special requirements to be met?

5) Spec Sec 01 40 00 is written for USACE project to meet their requirements. Does it apply to this project.

6) Please clarify the alternates that are part of this contract. Spec Section 01 23 00-3.1 Schedule of

Alternates only lists one alternate to replace the existing switchboard MDP, but sheet CD100/sheet note 21 and 23 mention items to be part of a bid option (removal and replacement of 4” sidewalk and removal replacement of canopy). Please clarify.

FAA RESPONSE: See response to question #1.

8) Is the Phase 5 office trailer to be removed during Phase 5 and replaced after Phase 7 is complete? Note A.4 on Sheet G007 states a 5-day difference between haul off and reinstallation. However, mill and overlay operations are specified within the footprint.

FAA RESPONSE: The 5 day replacement window is most critical.

9) Specification 01 23 00 3.1.A.2 Alternate states…The work must be closely coordinated with the electric utility, Southern California (SoCal) Edison…The installation must comply with SoCal Edison’s installation requirements.

Q: Please provide correct information of local electric utility to San Antonio, TX.

FAA RESPONSE: CPS Energy, see response to Question 1

10) Specification 01 40 00 1.12 Independent Quality Control Organization states a 3rd party CQC firm shall be contracted with to provide oversight of all quality control: tests, inspections and activities. The CQC firm shall also provide additional specialized personnel to be on site, at a minimum, one a week to support construction activities in their areas of responsibility, specifically:

- California Registered Civil Engineer

- California Registered Architect

- California Registered Structural Engineer

- California Registered Mechanical Engineer

- California Registered Electrical Engineer

- California Registered Fire Protection Engineer Q: Are these specification requirements valid and costs to be included in proposal?

FAA RESPONSE: These are valid depending on the Delegated Design requirements.

Q: Are the specialized personnel to be registered in California or Texas?

FAA RESPONSE: See Addendum B for changes to Specification Section 01 40 00 Quality Requirements.

11) Specification 01 23 00 3.1.A.2 Alternate states…The work must be closely coordinated with the electric utility, Southern California (SoCal) Edison…The installation must comply with SoCal Edison’s installation requirements.

Q: Please provide correct information of local electric utility to San Antonio, TX.

FAA RESPONSE: The SAT airport authority and CPS Energy is to be coordinated with, for electrical service. See Addendum B for changes to Specification Section 01 23 00 Alternates.

12) There are many references to OSHPD – Office of Statewide Health Planning and Development (State of California).

Q: Should this agency be listed for the State of Texas?

FAA RESPONSE: Please refer to the updated specification.

13) Specification 32 12 16 1.6.C states to comply with materials, workmanship, and other applicable requirements of California Department of Transportation for asphalt paving work.

Q: Should asphalt paving work comply with California DOT or Texas TXDOT?

FAA RESPONSE: Asphalt paving must comply with TXDOT. See updated specifications.

14) Specification 32 17 23 1.4.A states to comply with materials, workmanship, and other applicable requirements of California Department of Transportation for pavement-marking work.

Q: Should pavement-marking work comply with California DOT or Texas TXDOT?

FAA RESPONSE: Asphalt paving must comply with TXDOT. See updated specifications.

15) Please provide the existing geotechnical report, if available.

FAA RESPONSE: A geotechnical report is not available.

16) Given the specialized nature of the project work and need to provide similar experience in a 24/7 environment, we respectfully request the government to consider projects that are substantially complete/at least 75% complete for Factor 1 Experience (item a) and Factor 3, Past Performance.

FAA RESPONSE: No. Past experience provided must be for fully completed projects.

18) In the event of any discrepancies between the specifications, drawings, and the Design Data Handbook (DDH), please confirm that the Order of Precedence clause applies, with specifications superseding drawings, followed by all other attachments (e.g. DDH).

FAA RESPONSE: Concur, specifications supersede drawings, however DDH is a reference document and does not supersede specifications and drawing .

19) Spec Section 23 73 13.13 Indoor Semi-Custom AHU calls for 6in AHU base rails but based on the design handbook and floor plans the units have a 2.5in selected. Matching the 6in may lead to issues with the units. fitting. Please provide the total allowable height for the stacked AHUs in the ATC tower.

FAA RESPONSE: Please see 23 73 13.13 for AHU base rail requirements and M601 for condensate drain trap detail.

20) Spec Section 23 73 13.13 Indoor Semi-Custom AHU calls for 16/18 gauge exterior and interior panels. Trane CSAA BOD has 22 gauges for both interior and exterior panels. Please confirm the basis of design gauge panels is acceptable.

FAA RESPONSE: Please see 23 73 13.13 for interior and exterior panel thickness requirements.

21) Spec Section 23 73 13.13 Indoor Semi-Custom AHU calls for Treadplates of 16 gauge but are not available for the selected BOD units. Please confirm the exception is acceptable.

FAA RESPONSE: Please see 23 73 13.13 for treadplate requirements.

22) Spec Section 23 73 13.13 Indoor Semi-Custom AHU calls for 18in access doors, but this also may lead to dimensional problems based on the floor plans and contradicts the design handbook. Please provide the max allowable AHU length.

FAA RESPONSE: Please see 23 73 13.13 for door and panel requirements and drawing M500 for additional information. It should also be noted the design handbook is not a contract document but is provided as reference.

23) Spec Section 23 73 13.13 Indoor Semi-Custom AHU Calls for stainless steel piano hinges, CSAA BOD comes with Zinc Plated ASTM B633. Please confirm this will be acceptable being it is an indoor application.

FAA RESPONSE: Please see 23 73 13.13 for hinge material requirements.

24) Spec Section 23 73 13.13 Indoor Semi-Custom AHU calls to look at spec 26 29 23 - Variable Frequency Motor Controllers, but that section is not in the specifications. Trane BOD uses Danfoss drives. Please provide the reference specification and/or confirm the Trane basis of design Danfoss drives are acceptable.

FAA RESPONSE: Please see 23 73 13.13 for information on the VFD drive requirements.

25) The coil section in spec 23 73 13.13 calls for 0.2in tube thickness, this is not available with Trane coil offerings. All coils have been selected with either 0.02 or 0.025. Please clarify how to proceed with the coil discrepancy.

FAA RESPONSE: Please see 23 73 13.13 for tube thickness requirements.

26) Spec Section 23 73 13.13 Indoor Semi-Custom AHU Spec calls for Witnessed Casing Leakage Test, the manufacturer currently does not offer this anymore. They can do a factory test with a report for significant cost add. Trane standard leakage is ASHRAE 111 class 6 low-leakage casing design. Please confirm the witnessed casing leakage testing is a requirement.

FAA RESPONSE: Please see 23 73 13.13 for factory air leakage test requirements

27)The Pre-heat coil capacity is based on different design conditions than what is scheduled. It appears it was selected based on the design conditions in the design handbook. Do we proceed with the scheduled performance?

FAA RESPONSE: Refer to the M500 AHU Schedule for hot water heating capacity.

28) Scheduled note 3 on page M500 calls for the manufacturer to provide a VFD with an integral disconnect. There doesn't appear to be any call outs for VFDs to be wall mounted or factory mounted anywhere else. No room to mount internally to the AHU either. Please confirm the contractor should provide cost for all labor and material for field installation. Please identify the location of the VFD.

FAA RESPONSE: Please see 23 73 13.13 for additional VFD requirements. The contractor is responsible for all labor and material field installation costs.

29) Note 2 on page M500 calls for AHU-2,3 to have MERV 8/MERV 13 combo filter located in the shared return duct, not clear if this is supposed to be on the back of each unit. The controls page M801 shows it further in the return duct before it splits to each unit. Adding a filter on each unit could cause dimensional problems. Please confirm we do not provide filters integral to the AHU and per division 23 install a return filter bank in the ductwork.

FAA RESPONSE: Refer to M302 keynotes for combination MERV8/ MERV 13 filter combo location in the ductwork.

30) Is the back, north sliding gate operational (even manually), and if so, may that gate be used temporarily while the front entrance main gates are being replaced? This would eliminate having to cut in a temporary gate in the existing fencing and then repairing that section, saving time and cost on this project.

FAA RESPONSE: The North sliding gate is not an option; this requires going through airport short term/long term garage and a charge fee upon exiting the facility.

31) Shade canopy (bid option) noted on CD100, note 23 and C100, note 29: Are there specifications or design documents for the new shade canopy? Shall we add a bid option line item to the Standardized Proposal Breakdown form to capture the costs?

FAA RESPONSE: See updated specification section 01 23 00 Alternates.

32) Please provide a copy of the HVAC mechanical room blueprints.

FAA RESPONSE: See drawings M101 and M111 of the drawing set for mechanical room HVAC floor plans, also see mechanical drawings for HVAC sections.

33) Please confirm that the FAA expects to pay sales tax as stated in the solicitation.

FAA RESPONSE: This is correct.

34) Please confirm the minimum on-site personnel requirements are two people, on-site Superintendent with a separate on-site QCM.

FAA RESPONSE: This is correct.

35) Can all Lead based paint be “spot removed” or in our industry called removing the Loose and Flaky material only to ensure there’s a smooth surface for the painters? Need to emphasis and ensure the Lead paint is removed down to “Loose and Flaky”, FAA will not be able to recommend complete paint removal due to containments blocking exits, odorous issues and noise while the tower is occupied. We’ll need to put up signage, caution tape and allow pass through in the stairwells. The paint will be removed enough and “feathered” so painters can repaint. So, to recap Loose and Flaky is the only option that we see.

FAA RESPONSE: The existing paint on the handrails will be removed and repainted throughout the entire egress stair from Level 1 through Junction Level.

36) On the Asbestos Containing Materials list Room #42 is listed twice, one-line states 464 S.F. of floor tile/mastic, the next line has “unknown amount” but the same room number. I do believe the bigger break room is #42 (608 s.f. laser measured) and smaller one is a typo and should be room #40 – please confirm.

FAA RESPONSE: These are 2 different materials in now the same room, once believed to be 2 separate rooms.

37) Please provide photos to show the head room / clearance of the crawl space for plumbing as we were not able to access the crawl space during the site visit.

FAA RESPONSE: See response to question 59 in RFI Set 1, Amendment 0002.

38) Where will the five temporary FAA parking spaces mentioned in 01 50 00-3.2-A.2 be located?

FAA RESPONSE: See FAA Response to question 60 in RFI Set 1, Amendment 0002.

39) Please confirm raised access floor scope of work. Are we to replace all pedestals in Rooms 22, 25, and 27 while keeping the existing grid and floor panels?

FAA RESPONSE: See Addendum for changes to specification section Alternates 01 23 00.

40) What is the significance of Delta A clouding throughout the Architectural series?

FAA RESPONSE: See FAA Response to question 62 in RFI Set 1, Amendment 0002.

41) Are there any 3rd party or deferred engineering requirements other than the training trailer and smoking shelter? IE – do any shop drawings require PE seals and signatures?

FAA RESPONSE: There are delegated designs for the training trailer and smoking shelter requiring engineering seals.

42) The project documents do not have anything included in it about Access Control and Video Surveillance. However, in the RFI’s there are questions referring to security. The following questions reference C100 and EP101, which do not have any security on those pages. The specifications are missing information on access control and video surveillance as well. Can you clarify what is needed for security portion of this job.

FAA RESPONSE: The security scope for the contractor is limited to the conduit and junction boxes on the drawings on C-100 and coordination with the FAA security contractor for connection to equipment. See FAA response to question 171.

43) Does the Project Manager need a BS or Technical Degree as stated in 01 31 00-1.7-A, or will consideration be given to a PM candidate with relevant work experience that does not hold a degree? If consideration will be given to someone who does not hold a degree, what are the standards that will qualify the PM?

FAA RESPONSE: The contractor must comply with the requirements in specifications.

44) Are there any BIM requirements for this project?

FAA RESPONSE: There are no BIM requirements for this project.

45) Please provide the details for the ATCT and T1214 Cab stairwells. Our proposal will assume the following:

• Stair widths @ 3ft per the dimensions taken on the floor plans

• Stair count will be based on the distance between the floors per Structural elevation plan S201 which comes out to be 26 stairs total for each set (count includes any landings shown on floor plans

FAA RESPONSE: All available information is in the design documents.

46) Please note that a rubber tread cannot be used on the angled steps called out in the attachment as they are wider than the standard 11". Our proposal will figure the same rubber tile used at the landings with a matching nosing and 7" riser.

FAA RESPONSE: Understood

47) Building Connected states that this project is taxable. Is this the case on this project?

FAA RESPONSE: Please refer to response 33.

48) There is no temporary work shown for existing AHU-1. Please confirm that we can coordinate a weekend shut down to install a new air handling unit.

FAA RESPONSE: Per M001 demo and installation of equipment to be coordinated with COR.

49) Will the ceiling grid be removed in the base building? We see on the RCP that ceiling tiles will be changed, but if the ceiling grid is to remain, we need to factor this in our labor for all our hydronic piping to be installed in ceiling.

FAA RESPONSE: Please refer to AD121 General notes for information on the demolition of ceiling tiles and grid.

50) Is the height of the crawl space known? We cannot find an elevation for the crawl space in the documents; all we see is the access point to enter. Is this a 2-3' tall crawlspace, or much smaller to where our employees would have to lay on their stomachs to move around? We have a large amount of plumbing in this area and our labor factor is dependent upon the height of this crawlspace. We plan to ask again to see the area on the next job walk as we were not able to go in the crawl space during the last visit

FAA RESPONSE: Crawlspace height varies; contractor will need to plan accordingly.

51) The phasing plan for the base building states to be done during night. Is this area still going to be occupied after hours? Do we need to account for working over desks? If so, will we need to account for covering these desks with plastic to do our work in the ceiling or will work areas be moved around to accommodate?

FAA RESPONSE: Specific details on the occupancy and location of furniture will need to be coordinated with the COR.

52) RH-1 is shown on page M141 but is not called out on the schedule. Please advise if this is the roof hood for the kitchen exhaust. Note #2 on M005 states "OA Supply Fan SF-1" but this is not called out on the schedule. Please advise.

FAA RESPONSE: Per M141 keynote keynote 2, roof cap is to serve the kitchen exhaust hood.

Refer to M005 and M500 for information on T-SF-1.

53) SECTION 23 73 13.16 INDOOR SEMI-CUSTOM AIR-HANDELING UNITS

Calls for 6in AHU base rails but based on the design handbook and floor plans the units have a 2.5in selected. Matching the 6in may lead to issues with the units fitting. What is the total allowable height for the stacked AHUs in the ATC tower?

FAA RESPONSE: Refer to 23 73 13.16 for information on Air handling unit requirements.

56) Spec calls for 18-in-access doors but this again may lead to dimensional problems based on the floor plans and contradicts the design handbook. What is the max allowable AHU length?

FAA RESPONSE: Please see 23 73 13.16 for door and panel requirements and drawing M500 for additional information.

FAA RESPONSE: Please see notes on M500 for VFD and ECM motor requirements. Please see 23 73 13.16 for additional VFD requirements. Contractor responsible for all labor and material field installation costs.

64) Cost Breakdown Tab

a. Most of the items under Prime will be subcontracted, are we to move these around?

FAA RESPONSE: This is correct.

b. A majority of the scopes for this project are not represented, are we to add all that is necessary?

FAA RESPONSE: This is correct.

c. Under subcontractor it states “Installation”, what does this refer to?

FAA RESPONSE: This is in reference to any installations that the vendor will be conducting.

d. It is stated to include a narrative description of the modernization effort, Section L provides instructions on requirement documents and order for them in our proposal. However, this narrative is not mentioned, where is this to be included in our proposal? Is it to be a short paragraph at the back?

FAA RESPONSE: This information must be included with Factor 4, Price. A paragraph is sufficient to provide the description of the modernization effort.

65) Labor Rates Tab: Labor rates are requested, but are we not to follow the provided Davis-Bacon prevailing wages?

FAA RESPONSE: Offerors are required to comply with the Davis-Bacon Wage Determination.

66) Subcontractor’s Tab:

a. A quantity of hours is requested, will these hours be part of the contract? If so, what is the plan for resolving any unfinished work should these hours not be sufficient? If the work is completed before the hours, will we still collect payment for the unused hours? If they are not apart of the contract, why ask for them? Many subcontractors will not accurately provide this information before award and those that do will expect to hold us to those hours.

FAA RESPONSE: The hours are for informational purposes. This contract will be awarded Firm-Fixed-Price. Offeror are required to complete the scope of work at the awarded contract price. Any additional time required to fully complete the scope is the vendor’s responsibility. Completed performance will be paid for the full amount of the contract award.

Prime contractors are responsible for the flow down of terms and conditions of the contract.

b. How broken-out are these hours expected to be? By full scope, or individual task.

FAA RESPONSE: Offer should provide rates according to each of the elements listed on the cost breakdown.

c. Column C is not used for any calculations, is this an error or is this number insignificant?

FAA RESPONSE: Leave the column blank if it is not applicable to vendor’s proposed information.

d. Is the units always to be hours:

FAA RESPONSE: Yes.

67) Materials Tab: How broken-out are the materials section expected to be? Do we need to account for every screw and wire or by scope?

FAA RESPONSE: Provide material information by scope.

68) The solicitation indicates the bid guarantee is for 100%. This is normally a 20% bond. Is 100% correct?

FAA RESPONSE: A 20% bond guarantee is the correct amount.
