RFI Set 1
1) Please clarify the delivery instructions. Page 71 indicates to send offers to thuylinh.t.trannguyen@faa.gov and phillip.harris@faa.gov, while page 75 indicates to send these only to thuylinh.t.trannguyen@faa.gov.

2) In establishing past performance of Offeror's experience, we respectfully request that CPARS also be accepted for review of past performance instead of requiring brand-new PPQ forms where existing Government data exists to substantiate Offeror's performance.
The CPARs are official Government evaluations. Requiring new PPQs will cause a burden of work for Government employees, as well as be impossible where past project references have retired or left the agency. We have also found that, especially on many DoD projects where this is considered the official record of past performance, owner contacts will not complete an additional performance form separate from the CPARs, as they consider this the official record of past performance.
FAA RESPONSE: The Offeror may submit CPARs in lieu of the PPQ. However, the CPARs must comply with the requirements in Section L.1, Factor 3 – Past Performance.
3) We are interested in looking at this project. Is this complete demolition or interior renovation?
FAA RESPONSE: This project is not a complete demolition or interior renovation;
however, there is a lot of work involving mechanical, electrical, plumbing, architectural, fire protection, hazmat abatement, structural, civil, exterior parking lot work as well as gate work, demolition, etc... Please see contract documents for extent of work.
4) Under L.1 REQUIRED DOCUMENTS, VOLUME 2 – Technical Proposal, FACTOR 3:
Past Performance. Provide two (2) Past Performance Survey (Section L attachment L2) for construction projects similar in contract value, size, scope, and complexity to the work described in this screening information request completed within the last three (3) years. We would like to request an extension of the allotted time from 3 years to 10 years.
FAA RESPONSE: An extension of 10 years is not acceptable for this requirement.
However, Section L.1, Factor 3 – Past Performance, will be modified to changed recency of projects from 3 years to 5 years. Therefore, Offeror may submit projects that comply with the requirements set forth in Factor 3 within the last 5 years.
5) With the requirement to adhere to specific phasing defined by the specifications, and the current long lead times experienced by multiple items, 250 calendar days is not sufficient mailto:thuylinh.t.trannguyen@faa.gov mailto:phillip.harris@faa.gov mailto:thuylinh.t.trannguyen@faa.gov mailto:Thuylinh.T.TranNguyen@faa.gov to complete the project given these requirements. To mitigate risk and allow for successful completion of the project, we respectfully request approval to allow Phases 5, 6, 7, and 8 to occur while Phases 1 through 4 are in progress and increasing the POP to 295 Calendar Days after receiving Construction Notice to Proceed. Without these phasing revisions, the POP would need to be extended further to complete the scope of work.
FAA RESPONSE: The SIR will be amended to update the PoP from 250 days to 295 days from receipt of the Notice to Proceed. Refer to phasing documentation referenced in Specification (Drawings SAT-D-ATCT-G007) and Factor 2e requirement.
6) Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system.
FAA RESPONSE: The roofing manufacturer and warranty is Versico.
7) Please confirm if a web-based project management software is required for the project.
The following references suggest that it is optional, and not a requirement -- Specification section 01 31 00-1.10 B, the contractor may use such software with the COR’s approval.
If used, section 01 31 00 1.10 B-2 requires us to provide seven user licenses.
FAA RESPONSE: Not Required, contractor option, see specification section 01 31 00 for requirements if used.
8) For previous projects in the past at these facilities, we have not been allowed to get everyone a PIV badge, how many personnel can be badged per company and how many non-badged personnel can a badged employee escort?
FAA RESPONSE: The escort badge will be limited to the superintendent and foreman for the prime contractor and subcontractors. Each badged individual will be able to escort up to 8 employees. Additional non-escort badging will be considered on a case-by-case basis.
9) Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
FAA RESPONSE: The PoP begins upon receipt of NTP. NTP is provided after the completion of preconstruction/ORM meeting. This meeting generally occurs two weeks prior to onsite performance. However, the scheduling of the meeting may vary.
Consideration of PoP extension will be determined on a case-by-case basis.
10) Please confirm the FAA's planned moratorium dates for 2026 and 2027. Some of the moratorium dates included within Section 01 10 00-8, G are no longer observed by the FAA on recent FAA projects.
FAA RESPONSE: The current moratorium dates for 2025 are the following, however, these dates may change and will be provided to the awardee:
Memorial Day Moratorium Period May 22, 2025 at 0000Z through May 27, 2025 at 0800Z
Independence Day Moratorium Period July 2, 2025 at 0000Z through July 7, 2025 at 0800Z
Labor Day Moratorium Period August 28, 2025 at 0000Z through September 2, 2025 at 0800Z
Thanksgiving Moratorium Period- November 22, 2025 at 0000Z through December 1, 2025 at 0800Z Hard moratorium November 26 at 0000Z through November 28 at 0000Z

11) Please confirm if it acceptable to delay NTP until a majority of the long lead material and equipment is procured to minimize the construction period on site. The period of performance stated in the RFP is not achievable.
FAA RESPONSE: Refer to responses 5 and 9.
12) Please confirm that the solicitation’s Period of Performance is from the date of receiving Construction/On-Site Work Notice to Proceed to the date of contract completion and is not related to any pre-construction NTP or date of project award.
FAA RESPONSE: Refer to response 9.
13) Please confirm if MFG Knock Down Lockers are acceptable. This is an overall betterment than the specified product. A formal substitution request would be submitted during the submittal process after award at no additional cost to the FAA.
FAA RESPONSE: Materials will not be prequalified during bidding process.
14) With the requirement to adhere to specific phasing defined by the specifications, and the current long lead times experienced by multiple items, 250 calendar days is not sufficient to complete the project given these requirements. If phases 5, 6, 7, and 8 are unable to occur during the performance of Phases 1-4 (reference the related RFI submission), we respectfully request increasing the POP to 490 Calendar Days after receiving Construction Notice to Proceed.
FAA RESPONSE: Refer to response 5.
15) Please advise if there are any additional overflow contractor parking areas are available beyond the staging area shown on the drawings. There are no additional overflow contracting parking, FAA RESPONSE: Contactor shall coordinate with Airport Authority for additional overflow parking.
16) Please confirm that the Notice to Proceed (Construction Notice to Proceed) will be issued only until after the preconstruction submittals, deliverables, schedules, and work plans have been submitted and approved.
17) Due to project phasing and lead times, we request that the Period of Performance be changed from 250 days to being established by the contractor's proposed construction schedule.
FAA RESPONSE: Refer to response 5 and 9.
18) Please confirm that it is acceptable for the contractor to propose efficiencies with phasing within the proposal schedule, specifically as it relates to replacement of HVAC Equipment, in order to benefit the overall schedule.
FAA RESPONSE: Yes, however, Offeror must comply with phasing documentation referenced in Specification (Drawings SAT-D-ATCT-G007) and Factor 2e requirement.
19) Drawing G007 designates the ATCT mechanical work as Phase 6A, while Drawing M0002 II. Construction Phases lists it under Phase 5. Please clarify whether this work can proceed concurrently with the Phase 5A Office Trailer Work identified on Drawing G007.
FAA RESPONSE: See response to Question 5.
20) Please identify which phases shown on G007 can occur concurrently during construction.
FAA RESPONSE: See response to Question 5.
21) UH-13 is included in the mechanical schedule; however, no information is provided.
Please clarify the work associated with UH-13.
FAA RESPONSE: Ignore this line in the schedule.
22) Please provide a copy of the HazMat Report.
FAA RESPONSE: Available Hazardous Material information is included in specification 02 80 00.
23) Please identify clearly which specific activities will need to be done at night.
FAA RESPONSE: See drawing G007, see phasing information.
24) Abatement of Lead Paint on handrail in stair tower - Plans show Base level, Junction, Junction L1, Junction L2. Is this the only levels of work?
FAA RESPONSE: The existing paint on the guardrails and handrails will be removed and repainted throughout the entire egress stair from Level 1 through Junction level.
25) Abatement of Lead Paint in stair tower - Is scraping off loose and flaky acceptable or do they want complete removal using chemical? (Standard is scrape off loose and flaky and then encapsulate with a primer)
FAA RESPONSE: Refer to response 24.
26) Phase 1 and Phase 6 Stair work show night working hours. Are all other Interior phases normal working hours?
FAA RESPONSE: See phasing restrictions on the drawings and in the specs and coordinate with COR.
27) Plans show no abatement of roofing. It states identified but remains in place. Please confirmed?
FAA RESPONSE: This is correct. The roofing is not being affected by the construction.
28) The Trailer shows 2-hour fire walls but do not see a wall Type.
FAA RESPONSE: The trailer is modular / prefabricated and would have the wall type based on the manufacturer.
29) Is there a geo report available?
FAA RESPONSE: No geotechnical report available.
30) Does the owner have the means to locate utilities within the construction limits?
FAA RESPONSE: No, the contractor shall locate all utilities within the construction limits.
31) Could you provide trench restoration details for paved areas?
FAA RESPONSE: See Detail C5/C804 in the construction drawings and the 2024 TxDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges, Item 351 – Flexible Pavement Structure Repair for utility trenching asphalt patch repair on paved areas during Construction Phase 1.
32) The demolition plan indicates that the existing sanitary sewer manhole will remain. Will any adjustments or coatings be required? If so, please provide the details and specifications.
FAA RESPONSE: No adjustments or coatings are needed to protect-in-place existing sanitary sewer manhole other than to adjust the top of the manhole rim to match finish pavement grade as indicated by Keynote 5 on Sheet C200 if necessary.
33) Can you provide a schedule or specifications for a 6-inch sanitary sewer lateral?
FAA RESPONSE: The 6” sanitary sewer lateral will be solid-wall wall PVC pipe conforming to ASTM D 2665 as per Section 22 13 16 SANITARY WASTE AND VENT PIPING, Part 2.5 of the specifications.
34) What testing is required for the lateral?
FAA RESPONSE: Sanitary sewer laterals will be tested according to the procedures of the authority having jurisdiction (i.e., San Antonio Water System, SAWS) as per Section 22 13 16 SANITARY WASTE AND VENT PIPING, Part 3.8 (D). Follow Item No. 849 Sanitary Sewer Testing of the San Antonio Water System Specifications for Construction.
35) Are cleanouts required at each bend on the sanitary sewer lateral? If so, please provide the locations.
FAA RESPONSE: Cleanouts are required at each sanitary sewer lateral bend; see Point Nos. 50, 53 and 54 on Sheet C100 for coordinates to locate cleanouts at lateral bends.
36) Are any other lines connected to the existing sanitary sewer manhole and/or line?
FAA RESPONSE: No other utility lines are known to be connected to the existing sanitary sewer manhole and lines. The site sanitary sewer collection system ultimate outfall is north to an existing 12” wastewater main (SAWS Project No. 05-1736) as per SAWS Sewer Block Map 166616.
37) Is a bypass anticipated? If so, please provide specifications and a suggested bypass plan.
FAA RESPONSE: Contractor will provide temporary restroom facilities for building staff use while building toilet facilities are out of service during interior renovation and sanitary sewer construction activities. Temporary restroom’s sewer service will be connected to stub up (Sheet Note 26 on Sheet C100) on new sanitary sewer lateral; see L notes on Sheet G007 – Construction Phasing and Staging.
38) Will any of the sanitary sewer work require after-hours operations?
FAA RESPONSE: Sanitary sewer work does not require after-hours operations, only work on critical equipment (that support air traffic control) must be accomplished outside normal work hours; see I notes on Sheet G007.
Some site work may require after-hour work depending on the noise and vibration levels.
This is to be coordinated with the COR.
39) Is hydro-excavating required for all potholing and/or for specific areas?
FAA RESPONSE: See Specification Section General Requirements 01 00 00.
Hydro-excavating is not required to locate underground utilities. Contractor will determine means and methods most effective to accomplish potholing activities given site construction restrictions noted on Sheet G007.
40) Note #1 on the site plan indicates regrading and recompacting of the existing base to provide surface drainage. What type of regrading is anticipated, and how will it affect the existing sub-base thickness?
FAA RESPONSE: Several pavement areas are poorly graded, have depressions and pond stormwater on the surface. New sub-base material will need to be imported after asphalt milling work and, in conjunction with blading, compacted with existing material at some locations to achieve finished pavement surface elevations depicted on Sheet C200 for positive drainage to existing stormwater outfall structures.
41) What base prime and gal/sy should be used? Specification?
FAA RESPONSE: See Section 32 12 16, Part 2.2 Asphalt Materials and Part 3.5 Surface Preparation of the specifications for base prime requirements and application rate.
42) Please provide the crack seal specification and/or detail.
FAA RESPONSE: Use a cementitious slurry to seal cracks and eliminate voids in the existing aggregate base course exposed after milling operations to mitigate reflective cracking and rutting in the asphalt surface course overlay in accordance with the 2024 TxDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges, Item 401 – Flowable Backfill.
43) What are the testing requirements for asphalt?
FAA RESPONSE: See Section 32 12 16, Part 3.10 Field Quality Control for asphalt testing requirements.
44) Who is responsible for testing and inspections?
FAA RESPONSE: The Contractor is required to select, procure, manage, and pay for all testing and inspections. The FAA is to review and approve the testing agency after the contractor selects the testing agency but before procuring the testing agency.
45) Is there a mix specification for asphalt?
FAA RESPONSE: Refer to specification 32 12 16 for asphalt mix design. Refer to the 2024 TxDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges, Item 341 – Dense-Graded Hot-Mix Asphalt for asphalt mix requirements.
46) How will base repairs be inspected and compensated for, if needed?
FAA RESPONSE: No base repairs are anticipated. If any base repairs are required then the contractor must notify the COR on how to proceed.
See the 2024 TxDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges, Item 351 – Flexible Pavement Structure Repair for measurement and payment of needed repairs to the existing pavement base.
47) Provide a milling and asphalt thickness for the milling and overlay?
FAA RESPONSE: Entire existing asphalt surface course will be milled to the existing stone base course or to a minimum 2” depth (where surface course thickness is less than 2”) as per Detail F6/C800 in the construction drawings. New asphalt surface course overlay will be applied to match the thickness of the existing surface course layer or 2” minimum, whichever is greater.
48) Will the milling, overlay, and striping be done in phases or sub-phases according to the phasing and staging plan? This could significantly impact costs.
FAA RESPONSE: Pavement milling, overlay and striping activities will occur during the final stages (Construction Phases 7 and 8) of the project after building renovations are completed as illustrated on Sheet G007. Pavement work will be broken down into sub-phases (e.g., 7A, 7B, 7C, etc.) to allow staff access to the ATC Tower and Base Building at all times by keeping some areas of the drive lanes and parking lots in operation while others are closed for refurbishment.
49) Does any of the site work require after-hours operations? If so, please provide specific work hours.
FAA RESPONSE: Exterior site work does not fall under the critical equipment exception to working during normal working hours as per Note I.2 on Sheet G007 and thus will not require after-hours operations unless air traffic control functions are disrupted.
Some site work may require after hours work depending on the noise and vibration levels. This is to be coordinated with the COR.
50) Does phasing apply to any site demolition? If so, please provide specific work hours.
FAA RESPONSE: See Drawing G007 and Specifications 01 00 00, Site demolition activities are subjected to phasing and can be accomplished during the normal working hours with noise, dust and odor/fumes restrictions described in the I notes of G007.
51) Notes indicate the asphalt is being milled to the base CD100. The way I read this is that the asphalt completely goes away and the site is regraded per C200 then repaved. Can we just remove the asphalt instead of milling it?
FAA RESPONSE: Existing asphalt surface course is to be removed in its entirety or to a 2” minimum depth, whichever is greater in accordance with Sheet Note 1 on CD100 and Detail F6/C800 in the construction drawings. The manner in which the asphalt pavement is removed will be a means and methods determination made by the contractor that most effectively meets the project requirements.
52) Please provide information on the existing access floor. Photos would be helpful also.
FAA RESPONSE: See attached photos..
53) Please clarify the scope for section 41 22 23.13 Fixed Hoists. I don’t see this work called out on the drawings.
FAA RESPONSE: The hoist specification is provided as a reference for if a hoist is used to remove or install the mechanical units on the tower. The hoist would only be temporary and is not intended to be permanent. It is up to the contractor to determine the means and methods of demolition and installation.
54) With all the work going into this building please confirm we will not do any work to the fire sprinklers.
FAA RESPONSE: While fire sprinkler's are not being installed, there is modification of the sprinkler system and fire alarms to accommodate ceiling layout changes.
55) Please clarify if the roof is under warranty and if it is who is the contractor holding warranty?
FAA RESPONSE: Refer to response 6.
56) Please confirm that the FAA expects to pay sales tax as stated in the solicitation. If the project is $5,000,000 this would be a sales tax line item of $412,500.
FAA RESPONSE: The Government is exempt from state and local taxes; however, is not exempted from sales tax. Profit will not be applied to sales tax.
57) Please confirm the minimum on-site personnel requirements are two people, on-site Superintendent with a separate on-site QCM.
FAA RESPONSE: The superintendent and on-site QCM shall be two separate people, please see specifications section 01 31 00 for required personnel.
58) Can all Lead based paint be “spot removed” or in our industry called removing the Loose and Flaky material only to ensure there’s a smooth surface for the painters? Need to emphasis and ensure the Lead paint is removed down to “Loose and Flaky”, FAA will not be able to recommend complete paint removal due to containments blocking exits, odorous issues and noise while the tower is occupied. We’ll need to put up signage, caution tape and allow pass through in the stairwells. The paint will be removed enough and “feathered” so painters can repaint. So, to recap Loose and Flaky is the only option that we see.
FAA RESPONSE: The scope of work is to fully remove all lead based paints.
59) On the Asbestos Containing Materials list Room #42 is listed twice, one line states 464
S.F. of floor tile/mastic, the next line has “unknown amount” but the same room number.
I do believe the bigger break room is #42 (608 s.f. laser measured) and smaller one is a typo and should be room #40 – please confirm.
FAA RESPONSE: These are 2 different materials that are now in the same room, they were once believed to be 2 separate rooms.
60) Please provide photos to show the head room / clearance of the crawl space for plumbing as we were not able to access the crawl space during the site visit.
FAA RESPONSE: See attached photos.
61) Where will the five temporary FAA parking spaces mentioned in 01 50 00-3.2-A.2 be located?
FAA RESPONSE: Note that during all the 9 construction sub-phases (7A through 8A) associated with the pavement work depicted on G007 will have much more than 5 parking stalls available on-site for use by FAA staff. The location of the available parking spaces will change during the course of the milling, overlay and striping activities, but the total number will always be greater than 5.
62) Please confirm raised access floor scope of work. Are we to replace all pedestals in Rooms 22, 25, and 27 while keeping the existing grid and floor panels?
FAA RESPONSE: This is correct. The scope is to replace the existing pedestals after removing the existing floor topping and insulation so the new pedestals sit directly on the structural floor slab.
63) What is the significance of Delta A clouding throughout the Architectural series?
FAA RESPONSE: Clouded areas are part of the project, they reference changes to drawings from previous advertisement. Please disregard the clouding.
64) Are there any 3rd party or deferred engineering requirements other than the training trailer and smoking shelter? IE – do any shop drawings require PE seals and signatures?
FAA RESPONSE: Additional shop drawings with PE seals and signatures may be required. This includes use of cranes, hoists, cutting and patching, final property survey, site survey (Re: 01 73 00 - 7), pipe and tube railing (Re: 05 52 13), access flooring (Re:
09 69 00 -3), plumbing, HVAC, etc. equipment, pivot gate (Re: 32 31 13), among others.
This list is not comprehensive, the contractor is responsible for all delegated design and engineer requirements as stated in the construction documents.
65) REF: Section L - Instructions, Conditions, and Notices to Bidders, L.1 REQUIRED DOCUMENTS, VOLUME II Factor 4: Price and Section M - Evaluation Factors for Award, VOLUME III, M.3 CONSIDERATION OF PRICE. These sections seem to conflict with each other concerning what volume the price proposal is to be in. Please provide clarification.
FAA RESPONSE: The Pricing Proposal shall be submitted in Volume III.
66) REF: VOLUME II, Factor 4: Price states - The proposal must break out costs, include unit rates and quantity/hours for labor, materials, other direct costs, overhead and profit.
Please complete the Price Proposal utilizing the Section L Attachment L3 Standardized Proposal Breakdown.
Attachment L.3 Cost Breakdown tab has the following PRIME categories.

Are we to assume these categories are only examples of categories and we are supposed to insert the categories that make up our proposal price?
FAA RESPONSE: Offeror at minimum must provide the information listed in Attachment L3 but may include additional items as necessary.
67) REF: Crawl Space Height: Can you provide the crawl space height under the slab where plumbing work is to be completed.
FAA RESPONSE: The slab is estimated to be about 30 inches above grade, but elevations and height may be different.
68) REF: Crawl Space Entry & Confined Space Requirements:
a. Will the crawl space be designated as a confined space?
FAA Response: Yes
b. If the crawl space is designated as a confined space will the contractor have to follow all OSHA confined space regulations i.e. provide continuous on-site air sampling and ventilation, OSHA certified confined space safety officer, etc.?
FAA Response: Contractor must comply with all site safety, OSHA, and FAA safety requirements.
69) REF: Tower Leg Access, Confined Space & Fall Protection Requirements:
a. Will the tower shaft where the structural steel work is to be completed require fall protection?
FAA RESPONSE: Yes, the Contractor must comply with all site safety, OSHA, and FAA fall protection and safety requirements.
b. Will the tower shaft where the structural steel work is to be completed be designated as a confined space?
FAA RESPONSE: Yes, the area is considered a confined space. In addition, the Contractor must comply with all site safety, OSHA, and FAA fall protection and safety requirements.
70) REF: Contractor’s Trailer Power: From previous experience it costs $30 K to provide power to the contractor’s trailer, thus we used a gas power generator to provide power.
Please confirm that a gas generator can be used.
FAA RESPONSE: A gas generator can be used to power the temporary site trailers or they can be connected directly to the FAA facility non-critical power supply without charge for electrical use.
71) REF: Subcontractor Parking:
a. From previous experience on-site parking is at a minimum. Please confirm that the contractor may use the paid airport parking garage for subcontractor parking.
b. How many subcontractor vehicles will be allowed to park on-site?
FAA RESPONSE: There will be some parking within the staging area, the amount of parking is based on what the staging area is used for. For additional parking outside of the staging area the Contractor will need to coordinate with the Airport Authority.

FAA RESPONSE: G-007 is provided as a general reference for bidding purposes. The contractor must provide the means and methods of construction including getting materials up to the tower level and down. Contractor should propose without need for additional cost to the Government.

a. Please confirm that we are to remove existing asphalt in its entirety down to the subbase.
FAA RESPONSE: According to the record site plans prepared for the original construction of the ATC Tower and Base Building (dated 12 Oct. 1982), the existing asphalt pavement section for the paved areas consists of a 1.5” HMAC surface course and an 8” flexible base course. Site observations of exposed curb heights do not suggest that subsequent layer(s) of asphalt surface course were overlayed on the existing pavement surface that would have increased overall asphalt thickness. For these reasons the FAA does not anticipate encountering an asphalt surface course ranging in thickness from 6” to 10”.
b. From prior experience if we remove the asphalt paving and replace it in kind without working the subbase to get the correct slope, drainage and elevations, and there are pre-existing deficiencies in the subbase that require the subbase to be reworked. The pre-existing deficiencies will bleed through to the asphalt pavement surface. Is it the government’s intention that the contractor corrects any deficiencies in the subbase prior to laying the new asphalt?
FAA RESPONSE: Subbase deficiencies should be brought to the COR prior to any further work on the asphalt overlay.
c. Will the govt. require the contractor to provide a survey, engineering and drawings to determine if the existing asphalt slope is correct and there are no slope deficiencies or ponding?
FAA RESPONSE: A survey of the completed construction work is required.
d. Will the govt. require the contractor to provide a survey, engineering and drawings to determine if the existing subbase slope is correct and there are no slope deficiencies or ponding?
FAA RESPONSE: No, only the top course of the completed mill/overlay is required.
e. Will the govt. require the contractor to provide a survey, engineering and drawings to show the new slope and that the % of slope is correct?
FAA RESPONSE: Yes, a survey of the completed works must show that the slope minimums have been met.
76) REF: STORAGE OF EXSTING EQUIPMENT, FURNISHINGS & MATERIALS: For existing equipment, furnishing and materials to be removed, stored and reinstalled can the contractor store them within the building, on-site in Conex containers or will they have to be stored off-site?
FAA RESPONSE: Storage is not available within the building. Storage on site in conex boxes in the location of the temporary trailers is acceptable. Offsite storage is acceptable.

78) REF: SAT - D - ATCT - A101 SHEET NOTE #4 states - EXISTING EXTERIOR ACCESS GRATE TO CRAWL SPACE, APPROXIMATELY 4'X4' OPENING: Is it allowable to demo sidewalls of the access grate to the crawl space to allow access of materials?
FAA RESPONSE: Crawl space access walls may be altered to gain access for construction, walls shall be replaced by contractor.
79) REF: Static Dissipative Carpet Tile & Static Dissipative Tile
a. Drawings reference installation of static dissipative carpet tile and tile. Are we going to install a ground system under the carpet tile and tile or is there an existing grounding system to be used?
b. If we are to install a grounding system, where do we connect the grounding system into the buildings grounding system?
FAA RESPONSE: See specification section Tile Carpeting 09 68 13, and Grounding 26 05 26 ground to existing multipoint ground bus per specifications.

82) Design documents note that asphalt is to be milled 1-1/2” - 2” to base course. We have firsthand knowledge that the parking lot asphalt is a minimum of 6” and majority is 8” - 10” thick to base course. Are we only to mill off 2” and then topcoat? And not mill down to base course?

83) Design documents note to paint guardrails at egress stairs. Are we to assume to paint interior guardrails as well as handrails Level 1 to Junction level?

84) In the Tower Cab, will we be allowed to remove all of the ceiling grid and tiles, in its entirety, then install new grid and tile? Or, must we remove and replace in sections?
FAA RESPONSE: Contractor shall coordinate with the COR on removal. This is means and methods of the contractor.
85) Appliances - is there a schedule for the quantity of each?
FAA RESPONSE: For breakroom appliance include: 1 stove, 2 refrigerators, 2 microwaves, 2 coffee makers, 2 vending machines.
86) Will HEPA filter air filtration units be required for all CAB work?
FAA RESPONSE: Yes
87) Where are we pulling power from for the temporary restroom trailer?
FAA RESPONSE: The restroom and breakroom trailers are scheduled to receive power from Panel MDPE. Refer to grid 3C / E801 for Restroom Trailer one-line diagram.
88) Will the FAA require a superintendent and QC to cover both day and night shifts?
FAA RESPONSE: The superintendent and QCM shall be on site when work is being done or performed.
89) Is the ROM for the fire sprinkler system to be included on the breakdown sheet and in the final proposal cost? There is a line item on the breakdown sheet for fire sprinklers.
FAA RESPONSE: Fire sprinkler modifications are based on the new ceiling grid layouts only. No additional sprinkler heads required.
90) Wage Determination: The General Decision Number TX20250241 1/31/2025 included in the solicitation documents is for Dallas County. Project is located in Bexar County. Is this the correct wage determination/general decision?
FAA RESPONSE: Amendment 0002 is released to include the updated wage determination.
91) Which equipment is government-furnished (GFE)?
FAA RESPONSE: The only government furnished items are those in the breakroom that will be removed and reinstalled per the design drawings.
92) Please advise if there is a required contractor for the SSDI scope? If so, please provide a POC and contact information.
FAA RESPONSE: The HVAC controls at the SAT ATCT and Base Building is Johnson Controls (Honeywell) 855-801-6191.
93) Please advise if there is a required contractor for the mechanical controls scope? If so, please provide a POC and contact information.
FAA RESPONSE: The current mechanical control contractor is Johnson Controls. The contractor must install controls that are compatible with the existing system.
94) Please advise if there is a required contractor for the fire alarm scope? If so, please provide a POC and contact information.
FAA RESPONSE: No specific fire alarm contractor is required. The contractor must install controls and accessories that are compatible with the existing system. Existing fire alarm panel is Siemens. Existing monitoring is Safeguard Fire and Security.
95) Specification 01 40 00-1.12-E provides an Experience Matrix presumably for the “Additional CQC Personnel” required as part of the Independent Quality Control Organization (CQC). With the contractor’s full-time on-site QC Manager and supporting 3rd party testing agencies, please advise if all of the additional roles listed in the Experience Matrix will be required.
FAA RESPONSE: This is a general list of experience requirements as they are needed.
Not all may be required. License must be in Texas not California.
96) Please advise the expected award date for this project.
FAA RESPONSE: This project is expected to be awarded before the end of September 30, 2025.
97) Please advise if there are any liquidated damages associated with this contract.
FAA RESPONSE: The SIR does not include any liquidated damages.
98) Drawing G007, Note I provides the construction hours for this project. Besides demolition and work on critical equipment, please give examples of what activities would be expected to be completed during off-hours. Please also provide the percentage of work to be executed during off-hours for accurate pricing.
FAA RESPONSE: Anything that is disruptive to Air Traffic Operations, work will need to be coordinated with the COR, all work will be discussed in advance see specification Division 1 and drawings.
99) Drawing C100, Note 1 states to regrade the existing aggregate base course. The drawings call for mill and overlay at these locations and do not call for the aggregate base course to be exposed. Please advise.
FAA RESPONSE: Entire existing asphalt surface course will be milled to the existing stone base course or to a minimum 2” depth (where surface course thickness is less than 2”) as per Detail F6/C800 in the construction drawings. New asphalt surface course
100) Please advise if the mill and overlay activities can be done on nights and weekends to reduce the amount of subphases.
FAA RESPONSE: Yes, subphases can be coordinated with COR.
101) According to specifications, the following personnel are required: Project Manager, Superintendent, Scheduler, and Quality Control Manager. Please confirm that each individual is not restricted to performing only one role, and that one person may fulfill multiple responsibilities.

102) As the project will be executed in multiple phases, please advise whether temporary walls and/or doors will be required.

Lead times on HVAC and electrical equipment 250 days is simply not enough time. Can the contract duration be extended?

145) Specification Section 01 31 00, Article 1.7, requires the Project Manager to hold a Bachelor of Science degree in Civil, Mechanical, or Electrical Engineering. Would a bachelor's degree in construction science or construction management from an accredited institution meet this requirement? Alternatively, would more than 10 years of relevant experience fulfill this requirement?
