About this opportunity
The Department of the Air Force Reserve Command seeks replacement of an aboveground storage tank (AST) at Grissom Air Reserve Base, with proposals due July 1, 2026, at 4:00 p.m. EDT. This is a total small business set-aside.
Place of performance is Building 668 (exterior), Grissom ARB, IN 46971. The project encompasses tank removal (disconnecting and capping lines per UFC 3-460-01 and 2021 International Fire Code, removing the existing AST from its concrete pad, and transporting it to base recycling), tank installation (installing a government-furnished replacement AST and reconnecting piping), waste removal (pumping or draining residual liquids and debris from the old tank), and painting (cleaning and applying non-corrosive, corrosion-protective paint per NFPA 30 Section 23.3.5 and TO 35-1-3). The existing double-walled tank, over 20 years old and used as secondary containment for a hydraulic sump pump, is located in a constrained area behind trees within a small open-air atrium. Access width is approximately 5 feet between trees and the building exterior. The replacement tank weighs 1,450 lbs. Period of performance is approximately 1–2 weeks, running from July 13 to September 30, 2026. The contractor must provide all materials for connection to existing infrastructure; the government furnishes the replacement AST and waste drums. Bonding is not required.
Award value is $25 million on a firm fixed price basis. Evaluation uses Lowest Price Technically Acceptable (LPTA). The NAICS code is 562910, Remediation Services; PSC is Z2QA. Service Contract Act wage determination 2015-4809 (Revision 33) applies, covering Indiana counties including Cass, Fulton, Miami, and White. Responses must acknowledge receipt of Amendment 1 (which extended the due date from June 11 to July 1).
