About this file

This is a Statement of Objectives for the removal and replacement of an aboveground storage tank (AST) at Building 668, Grissom Air Reserve Base, Indiana.

The project encompasses four primary work areas: (1) Tank Removal—disconnecting and capping associated lines per UFC 3-460-01 and 2021 International Fire Code standards, removing the existing AST from its concrete pad, and transporting it to the base recycling center; (2) Tank Installation—installing a government-furnished replacement AST of similar size and reconnecting associated piping; (3) Waste Removal—pumping or draining residual liquids and debris from the old tank (which typically contains minimal material but may include hydraulic fluid or rainwater), staging waste drums in the adjacent parking lot, with drums provided as government-furnished property; and (4) Painting—cleaning the new AST shell, attachments, and piping to remove dirt, debris, and rust, then applying non-corrosive, corrosion-protective paint per industry standards and NFPA 30 Section 23.3.5 and TO 35-1-3, with color alignment to base standards. The existing double-walled tank, over 20 years old and used as secondary containment for a hydraulic sump pump, has deteriorated beyond repair and cannot be properly inspected. The tank is located in a constrained area behind trees and shrubs within a small open-air atrium on a concrete pad perpendicular to the building. The period of performance is approximately 1–2 weeks, with work performed at Building 668 (exterior), Grissom ARB, IN 46971.

STATEMENT OF OBJECTIVES

FOR

668 Aboveground Storage Tank Grissom ARB, IN

Purpose:

Remove existing aboveground storage tank and replace with new, on-hand similar sized tank.

Scope:

Tank Removal

1. Disconnect and cap (temporarily) associated lines in accordance with Unified Facilities

Criteria (UFC) 3-460-01and 2021 International Fire Code 5704.2.13.2.

2. Remove Aboveground Storage Tank (AST) from concrete pad.

3. Transport AST to the base recycling center (Bld. 687) for disposal IAW the base’s local recycling procedures.

Tank Installation

1. Install new AST and connect to associated piping in location of old AST.

2. Government furnished materials – new AST will be provided by the government.

Waste Removal

1. Remove residual liquids/debris from inside of the old AST. Pumping or draining may be required.

a. Overflow tank typically empty – meant to contain hydraulic fluid if needed, possibly water from rain seepage. Exact volume is unknown due to broken gauge.

b. Government Furnished Property – drums for containing waste material removed from AST.

2. Drums to be staged in parking lot adjacent to tank location.

Painting (prior to or after installation)

1. Remove dirt, debris, rust, and other foreign objects from piping to prepare for painting.

2. Paint new AST shell, attachments, and associated piping with non-corrosive and corrosion protective paint in accordance with industry standards and International Fire

Code 23.3.5 of NFPA 30 and TO 35-1-3. Color scheme will align with base standards.

Place of Performance: Building 668 (exterior) Grissom ARB, IN 46971

Period of Performance: Approximately 1-2 weeks

Background: Existing tank is over 20 years old and is used as secondary containment for a hydraulic sump pump. Tank can no longer be inspected properly due to weathering and corrosion, beyond maintenance and/or repair. Tank is typically empty but may have residual oil/water/debris within its shell. Tank is double walled and attached to the building via a 2” diameter pipe.

Objectives: Disconnect and cap associated piping from existing AST; remove existing AST in accordance with previous guidance in the scope/mission statement above; install new, on-hand AST; attach/re-connect piping to the new tank once installed. New AST will need to be painted prior to or after installation for corrosion control means. Old AST would need to be pumped of residual liquids and cleaned to remove any sludge/remnants of POL materials. Old AST, once cleaned, would be recycled locally.

Constraints: Tank is located behind trees/shrubs, within a small, open-air atrium and sits on a concrete pad perpendicular to the building.
