About this opportunity

The U.S. Coast Guard seeks dredging and sediment disposal services at three San Francisco Bay Area locations, with bids due August 20, 2026 and public bid opening August 24, 2026. This is an unrestricted Invitation for Bid with award as a single firm fixed-price contract to the lowest responsive bidder.

Work encompasses maintenance dredging at Sector San Francisco-Yerba Buena Island (23,000 cubic yards), Station Golden Gate-Horseshoe Cove in Sausalito, California (6,000 cubic yards), and Station Vallejo in Solano County, California (10,386 cubic yards). All dredging must be completed within specified in-water work windows: June 1 through November 30, 2026 for Yerba Buena Island and Vallejo; June 1 through October 31, 2026 for Horseshoe Cove. The contractor shall furnish all labor, supervision, materials, equipment, mobilization, demobilization, pre- and post-hydrographic surveys, eelgrass surveys, and dredge reports. Optional line items include dock removal and storage, silt curtain installation, and floating dock relocation.

The estimated procurement total ranges from $1 million to $5 million across all three locations. NAICS code is 237990. Electronic bid submission through DoD SAFE is mandatory, with bids due by 1:00 p.m. Pacific Time on August 20. A bid bond equal to 20 percent of the bid price is required; performance and payment bonds are due within 10 days of award. Bidders must submit SF 1442 forms, detailed price schedules for all 18 contract line items, representations and certifications, and acknowledge all amendments.

Contractors must comply with prevailing wage determinations for California dredging work and Davis-Bacon Act requirements, including Executive Order 14026 minimum wage ($15.00 per hour as of January 2022, adjusted annually) and Executive Order 13706 paid sick leave (one hour per 30 hours worked, up to 56 hours annually). Twenty percent of dredged material from each of the three locations must go to in-bay disposal sites; remaining volume goes to beneficial use sites with no material required for SF-DODS disposal. Liquidated damages are not applicable; contractor performance will be documented in CPARS.

Clarification requests must be submitted using the prescribed form to both Vincent Yee (vincent.yee@uscg.mil) and Samantha Watts (Samantha.C.Watts1@uscg.mil) by August 10. Four amendments have been issued with technical clarifications, CAD drawings, and RFI answers. One bid was received on August 25 from Curtin Maritime for $3,271,366.87, below the government estimate of $3,285,663.00.
