About this opportunity
The U.S. Coast Guard Civil Engineering Unit Oakland intends to solicit dredging and sediment disposal services at three San Francisco Bay Area locations with a solicitation estimated for August 2026 and responses to this sources sought notice due by 18:00 Pacific Time on June 25, 2026.
The procurement is unrestricted and covers three separate USCG stations: Sector San Francisco–Yerba Buena Island (approximately 23,000 cubic yards removal), Station Golden Gate Horseshoe Cove in Sausalito (up to 6,000 cubic yards), and Station Vallejo in Solano County (approximately 10,386 cubic yards). All work must be performed using mechanical dredging equipment and completed within specified in-water work windows: June 1 to November 30 at Yerba Buena and Vallejo, and June 1 to October 31 at Golden Gate.
The procurement estimate totals between $1,000,000 and $5,000,000 across all three locations. NAICS code is 237990 (small business size standard $45 million annually).
Dredged material disposal is heavily constrained by Bay Conservation and Development Commission permits: no more than 20 percent disposed in-bay (at Alcatraz Island sites SF-11 or SF-9), minimum 50 to 62 percent directed to approved upland beneficial reuse sites (Montezuma Wetlands or Cullinan Ranch), with remaining volume to approved ocean or upland sites. Contractors must submit a Dredge Operations Plan within 30 days of award, conduct pre- and post-dredge hydrographic surveys and eelgrass surveys by certified professionals, and comply with environmental permits including USACE, BCDC, and Section 401 Water Quality Certification. Payment is unit-priced per cubic yard based on survey differentials.
Interested vendors must respond via email to Vincent.Yee@uscg.mil and Guiljohn.Alcantara@uscg.mil by June 25, 2026, and register in SAM.gov.
