About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Coast Guard Commanding Officer at CG CEU Oakland for RFP 70Z08826B0030252.
The amendment, effective July 23, 2026, addresses FY26 Dredging and Sediment Disposal at USCG San Francisco Bay Area at three locations. The primary purposes are: (1) to provide answers to two Requests for Information (RFI Questions 1-2); and (2) to add FAR Clause 52.223-23 Sustainable Products and Services to the IFB and include a revised IFB file titled "IFB_70Z08826B0000123-REPAIR REPLACE ATON COL RIVER-ASTORIA OR_R1-23Jul26," with the previous file removed from SAM.gov. The contractor, ISC BioExpress of Kaysville, Utah, is required to acknowledge receipt of this amendment prior to bid submission. All other terms and conditions remain unchanged.
The RFI answers clarify that RFI submission deadlines are normally 10 calendar days prior to the Bid Due Date (by close of business August 10, 2026), with no specified deadline for Government response; the Government will respond based on question complexity and research requirements. Answer 2 confirms that each of the three specification books (Station Vallejo, Station GoldenGate, and Sector SF YBI) is unique in its allotted disposal volumes at approved sites, and contractors must adhere to each spec book's specific disposal percentage allowances rather than selecting disposal locations at their discretion.

FY26 DREDGING AND SEDIMENT DISPOSAL AT USCG SAN FRANCISCO BAY AREA-THREE (3) LOCATIONS
RFI QUESTIONS 1-2
Question 1:
Please confirm whether there is a deadline or cutoff date for submitting Requests for Information (RFIs) on this solicitation, and whether there is a corresponding deadline by which the Government must respond. If such a deadline exists, please state the specific date(s).
Answer 1:
Normally 10 calendar days prior to Bid Due Date, for this project….by COB, 10Aug26, there is no deadline for which the USCG must respond as it depends on the contents/complexity & the amount of research needed for each question. This has been updated in the IFB.
Question 2:
In Spec Sections 01 10 00, Part 1, 1.01 B for Station Vallejo; 01 10 00, Part 1, 1.01 B for Station GoldenGate; and 01 10 00, Part 1, 1.01 C for Sector SF YBI state percentages for disposal at specific locations. Please confirm that each individual spec book is unique in their allotted disposal volumes allowed at each approved site, or is this a minimum required volume to be disposed of and the Contractor is allowed to pick and choose which material goes to each site so long that the total cumulative volume aligns with the percentages of each unique spec book allowance.
Answer 2:
Each Spec book is unique in their allotted disposal volumes allowed at each approved site.
