About this file
This is Amendment No. 0004 to RFP 70Z08826B0030252, issued by the U.S. Coast Guard CEU Oakland on August 13, 2026, with an effective date of August 13, 2026. The amendment provides answers to RFI Questions 18-21 for the FY26 Dredging and Sediment Disposal project at USCG San Francisco Bay Area at three locations. The requisition number is 51290PR260030252, and the project number is 10597026. The contractor is ISC BioExpress, located in Kaysville, Utah. All other terms and conditions remain unchanged from the original solicitation dated July 15, 2026.
The amendment addresses four key clarifications: (1) confirmation that there are no California Department of Fish and Wildlife permit or biological monitoring requirements for the Station Vallejo project; (2) confirmation that the Cutter Alder section is not included in the project limits, with dredging limited to the small boat mooring area only; (3) confirmation that 20 percent of dredged material from each of the three sites must go to in-bay disposal sites, with remaining volume directed to beneficial use sites and no material required for SF-DODS disposal; and (4) confirmation that liquidated damages are not applicable to this project, with contractor performance evaluation to be documented in CPARS. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline using one of three specified methods to avoid rejection.

Correct.
Question 19:
Provided in Amendment 003 was the CAD drawing showing the dredge limit for YBI that only shows the small boat area, please confirm if the cutter alder section is included in the project limits.

Beneficial reuse may go to either approved location as answered in RFI question 8 in amendment 02.
