About this file
This is Amendment No. 2 to RFP 70Z08826B0030252 for FY26 dredging and sediment disposal services at three U.S. Coast Guard locations in the San Francisco Bay Area, issued by the Commanding Officer of CG CEU Oakland on July 28, 2026. The amendment became effective July 28, 2026, with the original solicitation dated July 15, 2026. The contracting activity is located at 1301 Clay Street, 7th Floor, Suite 700N, Oakland, CA 94612-5203.
The amendment provides answers to Questions 3-8 from the Request for Information phase. Key clarifications include: (1) sediment analysis reports represent the best available geotechnical information for material removal at the three locations; (2) a more recent and complete Sampling Analysis Report for Station Vallejo has been separately attached; (3) in-bay disposal has no minimum requirement and contractors may select between ocean disposal and in-bay disposal options; and (4) for the SF-YBI project, contractors may distribute the 50% minimum required volume between Montezuma or Cullinan sites at their discretion, provided total cumulative volume aligns with specification allowances. All other terms and conditions of the solicitation remain unchanged. Contractor acknowledgment of the amendment is required prior to offer submission.

FY26 DREDGING AND SEDIMENT DISPOSAL AT USCG SAN FRANCISCO BAY AREA-THREE (3) LOCATIONS
RFI QUESTIONS 3-8
Question 3:
Please provide available geotechnical information regarding material to be removed from each of the three USCG locations.
Answer 3:
The sediment analysis reports are the best geotechnical information we have
Question 4:
Attachment 6, Sampling Analysis Report, of the Coast Guard Station Vallejo Specification is an incomplete report. The report does not include sediment logs and photos as included in Attachment 6 for both Stations Yerba Buena Island and Golden Gate. Please provide the complete Sampling Analysis Report for Station Vallejo including all appendices.
Answer 4:
A more recent report has been separately attached with this Amendment No. 2. Be sure to download the separately attached Report.
Question 5:
Please confirm that the most recent sediment sampling completed at Station Vallejo was in December of 2023 and the most recent sediment samplings at Sector San Francisco, Yerba Bueno Island and Station Golden Gate were completed between November 2024 and January 2025. If more recent sediment sampling exists please provide the reports.
Answer 5:
Most recent is per above in Question 4 & separately attached.
Question 6:
Please confirm that the Sampling Analysis Report included as Attachment 6 to each of the three separate specifications is intended to represent all material to be dredged at each reports associated location. If this is not the case please provide a general description of anticipated material to be dredged or provide detailed geotechnical reports for each site.
Answer 6:
The SAR is the document our permits and SOW are based on, they should characterize the material to be dredged for each site.
Question 7:
Please confirm if for each project the "In-Bay" maximum is required or is optional. (i.e the beneficial use is a required minimum and the remaining volume is allowable to go to either in bay up to maximum allotted volume OR the remaining volume can go to Ocean Disposal.
Answer 7:
There is no minimum In-Bay disposal.
Question 8:
Please confirm for SF-YBI as sated in Section 01 10 00, Part 1, 1.01 B the 50% minimum required volume can go to either Montezuma or Cullinan, and not be required to go to both. Contractor is allowed to pick and choose which material goes to each site so long that the total cumulative volume aligns with the percentages of each unique spec book allowance.
Answer 8:
That is correct, either location is acceptable.
