About this opportunity

The Department of the Air Force Materiel Command Nuclear Weapons Center has issued a Special Notice regarding the ICBM Development, Operations, and Sustainment (IDOS) Effort, specifically addressing organizational conflict of interest (OCI) questions and providing responses to inquiries from previous Industry Days. This notice falls under the Engineering Services NAICS category and represents the government's effort to analyze potential conflicts of interest before proceeding with the IDOS acquisition. The notice includes government responses to industry questions and requests specific information from interested contractors about their current involvement with related weapon systems. The posting is part of the pre-solicitation phase for what appears to be a significant defense contracting opportunity related to intercontinental ballistic missile systems.

The primary purpose of this Special Notice is to assist the government in identifying and evaluating potential organizational conflicts of interest to develop appropriate solicitation provisions and contract clauses that will avoid, neutralize, or mitigate significant potential conflicts before contract award, in accordance with FAR 9.504. Interested parties must respond by September 29, 2025, to a specific question regarding whether their company currently serves as a prime contractor, joint venture partner, teaming partner, subcontractor, or consultant on any contract supporting the MMIII or Sentinel Weapon Systems, along with brief contextual information about their role and scope. The government explicitly states that responses to this OCI inquiry will not preclude participation in upcoming IDOS pre-solicitation activities such as Industry Days or Requests for Information. No set-aside restrictions apply to this opportunity, indicating it is open to all eligible contractors regardless of size or socioeconomic status. The notice provides attached documentation containing questions and answers from previous industry engagement sessions to further inform potential participants about the IDOS effort.

Notice text

The Government has addressed questions from Industry Days and those responses are found in the attached document.

In addition to the attached Q&A's, please take a moment to respond to the question below regarding IDOS OCI's.

The Government is in the process of analyzing the planned IDOS acquisition in order to identify and evaluate potential organizational conflicts of interest. This will assist the Government in developing any necessary solicitation provisions and contract clauses as well as avoid, neutralize, or mitigate significant potential conflicts before contract award (See FAR 9.504). To assist in this evaluation, the Government is requesting that interested parties respond to the following question and provide a brief context (e.g., contract information, scope, role, etc.).

Is your company currently a prime contractor, joint venture, teaming partner, subcontractor, or consultant on any contract or agreement of any sort that directly supports the MMIII or Sentinel Weapon Systems?

Your responses to this question will not preclude participation in any upcoming IDOS pre-solicitation activities (e.g., Industry Days, Requests for Information (RFI’s), etc.).
