About this file
This document is Enclosure 2 of a Draft Request for Proposal (RFP) for NASA Goddard Space Flight Center's Hydrosphere, Biosphere and Geophysics (HBG) Support Services II contract. The document details the Government Pricing Model (GPM) for non-management direct labor categories, providing specific direct labor hours across six contract years for over 30 different scientific and technical roles. Key labor categories include Education/Public Outreach Coordinators, Instrument Engineers, Programmer Analysts, Support Scientists, Software Engineers, Systems Engineers, Technical Research Assistants, and Interns, with roles ranging from entry-level to senior positions requiring advanced degrees and extensive experience in earth sciences, computer science, and related technical domains.
The pricing model specifies both onsite and offsite labor hour allocations, with detailed position descriptions outlining educational requirements, experience levels, and specific technical skills for each role. The contract is structured as a small business set-aside with Cost-Plus-Fixed Fee (CPFF) and Indefinite Delivery Indefinite Quantity (IDIQ) characteristics, focusing on scientific research activities across NASA's Goddard Space Flight Center's Earth Sciences Division laboratories. The document provides comprehensive guidance on skill levels, educational prerequisites, and experience requirements for each labor category, which will be critical for potential offerors in understanding the contract's human capital requirements.
