Hydrosphere, Biosphere and Geophysics (HBG)Support Services procurement was issued as a Small Business Set-Aside to acquire support for the HBG subdivision in the Earth Sciences Division (ESD) at NASA Goddard Space Flight Center. The HBG subdivision conducts science research that conceives, develops, and applies space, field-deployed (i.e. airborne and in situ) and laboratory based technologies and observations to address issues of importance to society. These include but are not limited to: water resources; land and ocean ecosystem health; global and regional sea level change; changes in the Earth's cryosphere; gravity field, magnetic field; solid Earth; reference frames; and the effects of climate change on life on Earth. This contract is for support of a full range of science and research activities across the breadth of the various Laboratories that make up the HBG subdivision, including the Cryospheric Sciences (Code 615), Ocean Ecology (Code 616), Hydrological Sciences (Code 617), Biospheric Sciences (Code 618) and Geodesy and Geophysics (Code 61A) Laboratories. This contract is also for support of sicence, research and computing activities within the Terrestrial Information Systems Laboratory (Code 619), also in the ESD.

NASA/GSFC plans to issue a DRAFT Request for Proposal (RFP) for the Hydrosphere, Biosphere and Geophysics Support Services (HBG) procurement. This requirement includes services to support research across the fields of biospheric, hydrospheric, cryospheric science, geodesy and geophysics. The requirements for these activities range from experiment concept, design and fabrication, through data acquisition, data analysis, modeling, archiving and distribution, the development of science applications, and final publications and communications and outreach. Support services needed to accomplish this scientific mission is categorized into seven major areas which includes but not limited to: Science, Computing, Instrument Development, Calibration and Validation, Field Campaigns, Communications and Public Outreach. This contract reflects the requirements of the recently reorganized Hydrosphere, Biosphere and Geophysics office of the Earth Science Division under the Science and Exploration Directorate.
NASA is not requesting proposals at this time. NASA anticipates issuing a Draft RFP for a Small Business Set-Aside competition which will result in a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) Single Award contract. The anticipated release date of Draft RFP Solicitation 80GSFC18R0078 is mid November 2018 with comments due on or about mid-December, 2018. The Government anticipates a 45 day phase-in transition period.
The NAICS Code and Size Standard are 541715 (exception c) and 1,250 employees, respectively.
