About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks an Indefinite Delivery/Indefinite Quantity contract for certified TifTuf bermudagrass sod delivery and installation services at Houston National Cemetery, with proposals due October 29, 2026 at 5:00 PM local time and vendor questions due October 16, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside restricted to firms with a 9.5 million dollar size standard under NAICS 561730.
Place of performance is Houston, Texas (10410 Veterans Memorial Drive, Houston, TX 77038). The contract runs from December 1, 2026 through November 30, 2031 (base year plus four option years). Three contract line items compose each annual period: CLIN 001 for sod delivery and installation (maximum 50,000–60,000 square feet annually with government-guaranteed minimum of 1,350 square feet and maximum of 12,150 square feet per order); CLIN 002 for sod delivery only (10,000 square feet maximum with 900 square foot minimum guarantee per order); and optional CLIN 003 for smaller turf repair projects (30,000 square feet maximum with 900 square foot minimum guarantee per order). Sod must be harvested, delivered, and installed within 24 hours, machine-cut at 0.60 inches ± 0.25 inches soil thickness, weed and disease-free, and installed with properly butted and staggered joints. The contractor must provide an English-speaking foreman, use only light-duty utility carts within burial sections, perform all site cleanup, and notify the Contracting Officer's Representative for inspection prior to invoicing. The Government assumes responsibility for site preparation, post-installation maintenance including watering, and damage from third parties or weather. Evaluation weighs technical approach and understanding of work at 15%, past performance on comparable projects within the last five years at 15%, and price at 70% on a lowest-price-technically-acceptable basis. All offerors must be actively registered in SAM.gov and verified as SDVOSB-certified by the bid deadline. Service Contract Labor Standards wage determination 2015-5233 applies. A site visit is scheduled October 19, 2026 at 10:00 AM behind the main offices in the customer parking area. Vendor questions receive answers via amendment no later than October 22, 2026 on SAM.gov.
