About this file

This document is administrative guidance for offerors responding to a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside solicitation for Houston National Cemetery SOD Delivery and Installation (Solicitation Number 36C78626Q50257). The contract vehicle is an Indefinite Delivery/Indefinite Quantity (IDIQ) with a base period plus four option periods. The Department of Veterans Affairs National Cemetery Administration is the procuring agency.

Offerors must be actively registered as certified SDVOSBs with the Small Business Administration and maintain the solicitation's NAICS code on their SAM.gov profile by the quote submission deadline to be eligible. All vendor questions must be submitted via email to david.hester@va.gov no later than October 16, 2026, with answers provided by amendment on or before October 22, 2026. Late quotes will not be accepted, and vendors are solely responsible for timely submission and for monitoring SAM.gov for all amendments through the closing date. Only quotes from vendors with active SAM.gov registration at submission and award will be considered; failure to acknowledge or comply with amendments may render quotes non-responsive. Vendors must review the entire solicitation including all sections, attachments, specifications, and amendments prior to submission and provide complete, accurate, and detailed responses to all requirements, as the Government will evaluate only submitted information and will not make assumptions regarding vendor capabilities or past performance.
