About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks construction services to raise, lower, realign, reset, backfill, and clean approximately 700 upright granite headstones at Houston National Cemetery, with sealed bids due September 1, 2026, at 2:00 PM CDT. The procurement is a total small business set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and a mandatory site visit is scheduled for August 12, 2026, at 11:00 AM CDT.
Place of performance is Houston, Texas 77038. Work must be completed within 120 calendar days following a 10 calendar day mobilization period. Headstones are located across five burial sections (S1, U, U1, U2, and X), with work limited to no more than three rows at any given time. The contractor must employ a registered professional land surveyor for layout control and a competent on-site supervisor with a minimum of five years grounds maintenance experience. All headstones must be set at 25 inches above finish grade, achieve vertical plumb, and maintain lateral and transverse alignment within 1/8 inch tolerance.
The estimated construction magnitude is between $100,000 and $250,000. A bid guarantee of 20 percent of bid price or $3,000,000 (whichever is less) and performance and payment bonds at 100 percent of the awarded contract amount are required within five calendar days of award. The contract is firm-fixed-price under NAICS 237990 with a $45 million small business size standard. Davis-Bacon prevailing wage requirements apply. Limitations on subcontracting require that no more than 85 percent of the government-paid amount be paid to firms that are not certified SDVOSBs or VOSBs. Technical questions are due August 14, 2026, at 3:00 PM CDT. The contracting officer is Daniel Kinney (daniel.kinney@va.gov, 402-830-4683).
