About this opportunity
The Department of Veterans Affairs National Cemetery Administration intends to issue an Invitation for Bid for the Houston National Cemetery National Shrine Project on or about August 1, 2026, with a total Service-Disabled Veteran-Owned Small Business set-aside. The work consists of extracting, raising, realigning, resetting, backfilling, and cleaning approximately 700 upright granite headstones at Houston National Cemetery, 10410 Veterans Memorial Drive, Houston, Texas 77038. The estimated construction magnitude is between $100,000 and $250,000. NAICS 237990 (Other Heavy and Civil Engineering Construction) applies; the small business size standard is $45.0 million.
The contractor must furnish all labor, materials, equipment, and supervision to complete work within 120 calendar days from Notice to Proceed, with hours limited to 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays. Realignment operations are limited to no more than three rows of headstones at any given time to minimize cemetery disruption. Headstones must be set at 25 inches above finish grade, vertically plumb, and maintained within 1/8 inch tolerance in all directions. The contractor must provide a registered professional land surveyor or civil engineer for layout control, establish a Quality Control Plan, submit daily verification surveys by 3:00 p.m. each workday, and provide weekly progress reports. All work carries a one-year warranty with deficiencies corrected within ten workdays at no additional cost. Bids are due 30 calendar days after solicitation publication on sam.gov. Daniel Kinney, National Cemetery Administration Contracting Services, Triangle, Virginia, is the Contracting Officer (Daniel.kinney@va.gov, 402-830-4683).
