About this opportunity

The United States Transportation Command (USTRANSCOM) is conducting a market research survey to identify contractor capabilities for providing comprehensive Household Goods (HHG) Relocation Services on a global basis for the Department of Defense. This Request for Information (RFI) seeks information from small businesses, existing entrants, and new entrants into federal contracting regarding their ability to provide full-service shipment management including entitlement counseling, shipment preparation and monitoring, transportation service provider selection and booking, storage warehouse services, and claims assistance in accordance with Defense Transportation Regulations and Joint Travel Regulations. Key contract requirements include meeting on-time performance thresholds of 98% for scheduling, pickups, and deliveries, achieving customer satisfaction ratings of 95% or above, providing full replacement value coverage for loss and damage claims filed within nine months of delivery, processing claims within specified timeframes, and maintaining a web-based customer information system integrated with government platforms. The government will evaluate offerors based on technical capability, past performance, price, and demonstrated capacity to manage relocation services globally throughout peak and non-peak seasons. Respondents were requested to submit information by December 18, 2018 for the initial RFI, with subsequent amendments extending opportunities for industry input through multiple industry days held in February, March, and subsequent months, with a final proposal submission deadline of November 12, 2019.

The procurement involves no specific set-aside designation, and the contract is not designated for any particular small business category, though a 40% small business subcontracting goal is required of successful awardees. The contract covers management of approximately 400,000 household goods shipments annually, including over 50,000 domestic and 35,000 international shipments, with services required worldwide for Department of Defense and Coast Guard military and civilian personnel. The estimated contract value exceeds $1 billion, with an indefinite-delivery, indefinite-quantity structure consisting of a three-year base period, multiple one-year option periods, and potential award term extensions. Contract performance is scheduled to commence on February 1, 2021, following a transition period from May 2020 through January 2021 during which the incoming contractor will phase in responsibility for existing relocation services through a volume phase-in schedule. The successful contractor must demonstrate the capacity and systems capability to handle shipments worldwide, coordinate with multiple transportation service providers and storage facilities, and comply with advanced cybersecurity requirements to protect personally identifiable information and government systems.

______________________________________________________________________ This is a solicitation notice for U.S. Transportation Command's (USTRANSCOM) requirement to procure complete, global household goods relocation services as detailed in the Performance Work Statement (PWS). The contractor shall provide all personnel, supervision, training, licenses, permits and equipment necessary to perform tasks as identified herein for household goods relocation transportation and Storage-In-Transit (SIT) warehouse services worldwide for Department of Defense (DoD) Service Members, DoD civilians, and U.S Coast Guard members (collectively, customers). The initiation of contractor's relocation services shall begin upon receipt of the customer's relocation requirement. The contractor shall prepare, pick-up, and deliver shipments for relocation transportation and storage, and shall deliver personal property no later than the required delivery date (RDD) in accordance with (IAW) Defense Transportation Regulations (DTR), Joint Travel Regulations (JTR), DoD Personal Property Consignment Instruction Guide (PPCIG) Volumes 1 and 2, and all other applicable regulations. When ordered, the contractor shall assume all responsibility from the point of counseling to the delivery of personal property to the customer; with the understanding, the contractor must resolve claims for damaged personal property. Fundamentally, the contractor is responsible for: (1) providing move counseling for personal property (household goods, unaccompanied baggage and personally procured moves, as defined in the JTR); (2) household goods transportation (3) traffic management and administration, including customs clearance; (4) shipment packing and unpacking, loading and unloading; (5) shipment in-transit visibility (ITV); (6) secure SIT facilities; (7) pickup and delivery of shipments from origin to destination, to include Non-Temporary Storage (NTS) facilities; (8) claims processing and resolution; (9) invoicing; and (10) reporting.

The North American Industry Classification System (NAICS) code for this requirement is 488510, Freight Transportation Arrangement.

The period of performance for this effort includes a nine-month transition period, three-year base period, three one-year option periods, the potential for two one-year award terms, and a six-month extension per FAR 52.217-8, Option to Extend Services.

Historical Data by PCS order number does have some limitations, while this DPS data only reflects about 11,000 NTS shipments, that number is actually more like 40,000 (see previously posted TOPS NTS data). The reason for the low figure is that only some DoD customers with NTS shipments are counseled in DPS (NTS shipments are handled in TOPS-those counseled in DPS transfer to TOPS), and "Email 4 of 6: Attachment 10 - Historical Data (b of d) - PCS Moves Per Order" data is DPS only data. Previous posted TOPS data does have order numbers and can be correlated.

This notice serves to advise USTRANSCOM is moving the release date of the Global Household Goods (GHC) RFP from 21 June 2019 to a target date of about 19 August 2019.

During the week of 24 June, USTRANSCOM will post responses to the 200+ questions submitted by industry following the DRAFT RFP release in April. USTRANSCOM will also post a revised DRAFT RFP that incorporates edits resulting from industry inquiries, as well as changes to the requirement due to U.S. Government decisions. This additional time will allow for interested parties to consider the Government's responses to questions received, and to submit new questions on the revised DRAFT RFP (questions should be submitted NLT 15 July 2019). Please be advised, the U.S. Government still intends to have the GHC contractor at full performance to support Peak Season 2021.

Of note, the Non-Temporary Storage (NTS) requirement has been removed from the GHC. The U.S. Government concluded incorporating NTS into the GHC added unacceptable complexity and length to GHC transition timelines, ultimately distracting from the GHC's primary focus of improving quality capacity at the curb. Instead of incorporating NTS within the GHC, the U.S. Government will address this requirement separately.

The United States Transportation Command (USTRANSCOM) is conducting a market research survey in order to effectively identify the capabilities of small businesses, existing entrants, and new entrants into Federal contracting, available in the market place for meeting the requirements of Household Goods (HHG) Relocation Services. The information being requested will be used within the Department of Defense (DOD) to facilitate decision-making and will not be disclosed outside the agency.

This is a Request for Information (RFI) only and does not constitute a request for a proposal nor commit the Government to make purchase of any supplies or services now or in the future. The information sought and provided will be used for planning purposes only (FAR 52.215-3). In addition, all documentation or information marked proprietary will be handled in accordance with applicable Government regulations. Please be advised that all submissions become property of the Government and will not be returned. Please note USTRANSCOM will not be responsible for any costs incurred by any entity which provides and/or attempts to provide information in response to this RFI.
