There are 5 primary sections to this Pricing Rate Table (and additional data and calculations at the end). The Offeror shall read the instructions carefully and complete all sections requiring input as marked with an * below.
| 1) Information | 1a) Directions - contains directions and requirements crucial to the price structuring process (e.g., what services are included in each price) |
| 1b) Service Areas - contains a mapping of Zip3's to service areas (for domestic moves) and rate area IDs to rate areas (for international moves) which are used as origins / destinations on the price tabs |
| 2) Domestic Price Tabs * | 2a) Domestic Linehaul Prices - Offeror shall use the Domestic Linehaul Prices tab to propose prices for domestic baseline linehaul per cwt per mile based on origin service area * |

Cell Colors Light blue background indicates an area to input a response or proposed price.
Light orange background indicates instructions for the pricing section.
Light green background indicates an example price. Proposed prices shall match a similar format to the example.

This page includes definitions of the services included in each price and detailed information that Offerors shall consider when proposing a price for each type of service.
Peak vs. Non-Peak | Peak season is defined as May 15 - September 30. Non-peak season is defined as October 1 - May 14. Accessorial costs shall remain the same during peak and non-peak.
Additional Information | Operational requirements are listed in the Performance Work Statement (PWS) and shall be factored into Offeror's price proposal (e.g., our technology requests and quality KPIs should be factored into the prices included in Offeror's price proposal). Service Contract Act (SCA) wage determinations by service area are also attached and shall be factored into Offeror's price proposal.
Weight Determination | Minimum weight for all domestic per cwt services is 5 cwt (500 lbs.). HHG services are based on net weight. The net weight of shipments transported in containers shall be the difference between the tare weight of the empty container and the gross weight of the packed container. Unaccompanied baggage services are based on gross weight. The gross weight is the aggregate weight of all articles plus necessary packing materials and shipping containers. Minimum weight for all international HHG services is 5 cwt (500 lbs.), and minimum weight for international unaccompanied baggage services is 3 cwt (300 lbs.). Offeror may substitute manufacturer’s weight for automobiles, trucks, vans, campers, and boats in lieu of obtaining separate weight tickets on these articles whenever such articles are included within a shipment. These weights shall be deducted from the net weight before determining packing and unpacking charges.
Mileage Determination | Baseline linehaul mileage is calculated based on Zip3 to Zip3 using the Rand McNally Mileage Guide 19. Origin and destination service areas are also determined by Zip3 using sheet 2b. When shipment origin and destination are within the same Zip3, shorthaul fee shall be applied instead of baseline linehaul fee. Calculation of shorthaul mileage will be governed by the Defense Table of Official Distances (DTOD). The application of specific distance-based items will also be governed by the Rand McNally Mileage Guide 19. Linehaul charges will be based on the mileage between the origin pickup address and the destination delivery address.
Economic Price Adjustments (EPAs) | Offeror shall propose prices assuming a fuel cost of $2.50. For fuel surcharge, Offeror shall refer to Appendix G - EPA Schedule.
2a - Domestic Baseline Linehaul
Domestic Baseline Linehaul Prices (per mile per cwt) - all costs associated with transportation of a HHG shipment from point to point; shall not apply to moves within same Zip3 (where Shorthaul will be used); based on origin SA, mileage range, and weight bands. Non-peak season prices will be for pick up dates October 1 - May 14. Peak season prices will be for pick up dates May 15 - September 30.
2b - Domestic Service Area Prices
Non-peak season prices will be for pick up dates October 1 - May 14. Peak season prices will be for pick up dates May 15 - September 30. All prices in tab 2b have separate inputs areas to propose peak and non-peak prices.
Shorthaul (per cwt per mile) - applies instead of baseline linehaul price anytime a move is within the same Zip3 and includes all costs associated with transportation of HHG from point to point, based on service area. For moves within the same Zip3, distance measurements will be determined by DTOD standards.
Origin / Destination (per cwt) - includes the origin / destination service price and the origin / destination linehaul factor in one origin / destination price; takes into account varying transportation costs associated with each service area and includes all excess carries, stairs, elevator service, additional transportation charges, bracing / stabilization (and unbracing / destabilization) of moveable parts in or on household appliances; also takes into account inspection costs when pick up occurs from Non-Temporary Storage
Origin Pack (per cwt) - pack price shall be proposed by origin service schedule in tab 2c; shown in tab 2b for full understanding of costs associated with a move within each service area.
Destination Unpack (per cwt) - unpack price shall be proposed by destination service schedule in tab 2c; shown in tab 2b for full understanding of costs associated with a move within each service area.
SIT First Day & Warehouse (per cwt) - applies every time SIT is performed and covers the warehouse and handling in / out costs; based on origin service area for origin SIT and destination service area for destination SIT; does not include transit in / out of SIT.
SIT Add'l Days (per cwt) - multiplied by additional number of days in storage, based on origin service area for origin SIT and destination service area for destination SIT.
SIT Pickup / Delivery ≤50 miles (per cwt) - proposed by SIT pickup / delivery service schedule in tab 2c; shown in tab 2b for full understanding of costs associated with a move within each service area. SIT location does not affect mileage calculation.
2c - Other Domestic Prices
Service schedule and SIT pickup / delivery schedule for each service area can be found in columns E and F respectively in tab 2b
Origin Pack (per cwt) - all packing costs except those outlined in the accessorials. Pack price shall be proposed by origin service schedule in tab 2c. They are merely shown in tab 2b for full understanding of costs associated with a move within each service area. The weight of motor passenger vehicles shall be deducted from net weight prior to determining packing charges.
Destination Full Unpack (per cwt) - all unpacking costs including debris removal, specialty items, and uncrating of any item that has been crated. Unpack prices shall be proposed by destination service schedule in tab 2c. They are shown in tab 2b only for full understanding of costs associated with a move within each service area. The weight of motor passenger vehicles shall be deducted from net weight prior to determining unpacking charges.
SIT Pickup / Delivery ≤50 miles (per cwt) - all costs associated with pickup or delivery of a shipment less than or equal to 50 miles from the SIT location, based on origin SIT pickup / delivery schedule for origin SIT and destination SIT pickup / delivery schedule for destination SIT; Offeror shall propose prices as a flat price per cwt and shall not vary by mileage within the 50 miles. Prices are proposed in tab 2c. They are shown in tab 2b for full understanding of costs associated with a move within each service area. All SIT and related charges are based on the requested pickup and/or the requested delivery address at the time the shipment is offered and accepted by the Contractor.
4a - Management Related Prices
Shipment Management Services (per task order) - includes all costs associated with global HHG relocation services. Shipment Management Services price excludes Counseling Services, which are priced separately and detailed below; Offeror shall propose a price per Task Order to include any and all amendments and other entitlements associated with such orders. Shipment Management Services price will only be allowed once per Task Order. If a Task Order includes multiple services (e.g., international HHG move with additional UB shipment and personally procured move), Shipment Management Services price will only be allowed once.
Counseling Services (per task order) - includes all costs associated with counseling services for each Task Order; Offeror shall propose a price per Task Order to include any and all amendments and other entitlements associated with such orders; Counseling Services price will only be allowed once per Task Order. If a Task Order includes multiple services (e.g., international HHG move with additional UB shipment and personally procured move), Counseling Services price will only be allowed once.
Transition - Offerors shall propose one price for Transition which includes the tasks outlined in Attachment 1 - PWS paragraph 1.2.9 and Appendix A - Transition Phase-In Phase-Out as well as any other implementation requirements including, but not limited to, training and cyber security. Transition will be paid in accordance with Attachment 1 - PWS, Appendix F - Payment and Invoicing.

3a-3c - International Shipping / Linehaul Prices
HHG Shipping / Linehaul Price (per cwt) - includes all costs associated with transportation of HHG from point to point including, but not limited to, customs, forwarding costs, insurance, excess carries, and additional shipping and linehaul costs associated with the move except SIT. Non-peak season prices are for pick up dates October 1 - May 14. Peak season prices are for pick up dates May 15 - September 30.

5b - Price Escalation Discount
IHS Markit Pricing and Purchasing Industry Forecasting Adjustment - a factor multiplied by the IHS Markit Pricing and Purchasing Industry Forecasting adjustment to discount the price escalations set by the Government in tab 5b. Offeror shall propose a factor for each contract year that will be multiplied by the IHS Markit Pricing and Purchasing Industry Forecasting adjustment for that respective contract year to determine the actual price escalation that will be applied. These discounted price escalations will then be applied to all prices for that contract year. Because non-peak season is defined as October 1 - May 14, the prices paid for the entire non-peak season will be based on the prices that are set at the beginning of the non-peak season. The price escalation will apply in the next calendar year at the start of each new peak and non-peak season.
These factors only function as a way to discount the Government-set escalations. Because of this, Offeror shall not propose a factor greater than 1.00. Proposing a factor of 1.00 indicates that the Offeror will use the Government-set IHS Markit Pricing and Purchasing Industry Forecasting price escalations and will not provide any discount on these rates. Any proposed factors greater than 1.00 will not be allowed and will be treated in calculations as 1.00.
5a - Accessorials & Additional Prices
Accessorial Prices:
Crating (per cu ft.) - all costs associated with crating, based on origin service schedule. The packing service charges for crates include the construction and packing of such crates, which remain the property of the customer.
Uncrating (per cu ft.) - all costs associated with uncrating, based on destination service schedule. Crates remain the property of the customer.
Shuttle Service (per cwt) - all costs associated with shuttle service, based on origin service schedule for origin shuttle service and destination service schedule for destination shuttle service.
NTS Pack Factor - all costs associated with both the packing fees as well as container fees for non-temporary storage
Additional Prices:
Mobile Home Factor - a factor multiplied by HHG prices to determine the price associated with mobile home shipments. Offeror shall propose a factor that will be multiplied by domestic prices (baseline linehaul, shorthaul, origin / destination fees) to determine the respective prices for relocation of mobile homes. These prices are then applied to the shipment type similar to the way they would be applied to a standard domestic HHG move. Connect and disconnect fees are the responsibility of the customer and should not be priced into this template.
Boat Factor - a factor multiplied by HHG prices to determine the price associated with boat shipments. Offeror shall propose a factor that will be multiplied by domestic prices (baseline linehaul, shorthaul, origin / destination fees) or international prices (shipping / linehaul) to determine the respective prices for boat shipments. These prices are then applied to the shipment type similar to the way they would be applied to a standard domestic or international HHG move.
The all-inclusive factors for both boats and mobile homes include, but are not limited to, the following services: Anti-Sway Devices (factors include, but are not limited to, cost of rental and labor); Escort Service (factors include the cost of escort vehicle(s) and driver(s) required to comply with the federal, state, or municipal regulatory bodies); Installation of Temporary Lights (factors include the cost of installation of temporary yellow flashing lights on units, a temporary light harness if the unit is not equipped with operative running, stop or turn signal lights, and special lights in lieu of escorts); Tolls and Fees (factors include any bridge, road, turnpike, ferry, or tunnel charges, surcharges, taxes, permits, and / or fees assessed by any state or local government through which the shipment must move).
