About this opportunity
The United States Transportation Command (USTRANSCOM), under the Department of Defense, is seeking innovative commercial solutions to address capability gaps and enhance global mobility operations through this Commercial Solutions Opening (CSO) solicitation numbered HTC71126SCSO1. The procurement focuses on two primary Areas of Interest: IT and Cybersecurity solutions (AoI-901) that modernize enterprise systems and strengthen security posture, and Transportation and Logistics Optimization solutions (AoI-902) that improve supply chain resilience and distribution capabilities. Qualifying vendors must be registered in SAM.gov and submit Phase 1 Solution Briefs through the Vulcan platform, which must include a mandatory 5-minute video demonstrating working capability, along with cover letter, executive summary, solution concept, offeror responsibility statement, and estimated pricing and delivery schedule. USTRANSCOM will evaluate submissions based on alignment to the command's mission, technical merit including feasibility and innovation, and return on investment with funds availability. The solicitation is continuously open until February 1, 2031, with Phase 1 submissions accepted on a rolling basis through the Vulcan portal.
This solicitation contains no set-aside designations and does not identify any incumbent contractors or current service providers. No specific award values or budget ranges are disclosed in the solicitation notice, and submission costs are not reimbursed unless explicitly stated in individual Areas of Interest announcements. The three-phase evaluation process includes Phase 1 Scout Card submissions, Phase 2 presentations or pitches lasting up to 90 minutes to demonstrate technical and business viability, and Phase 3 written proposals with separate technical volumes (limited to 10 pages) and price volumes. Awards may be structured as Firm-Fixed Price contracts under the Federal Acquisition Regulation (FAR) Part 12 for commercial items or Other Transaction (OT) Agreements for Prototype Projects in accordance with 10 U.S.C. 4022. While the notice does not specify a particular place of performance, solutions must support USTRANSCOM's global integrated mobility operations across the full spectrum of deployment and distribution missions.
